Overview
The Monitoring & Evaluation Analyst promotes results-based management and a programme effectiveness approach by leading the implementation of innovative and effective monitoring and evaluation frameworks, systems and tools. The role provides technical support on M&E and reporting practices to programme and project teams.
Key Responsibilities
- Support CO programme and project managers in designing results-based management, monitoring and evaluation frameworks and plans.
- Serve as the UNDP Country Office focal point for technical and policy advisory support on M&E and RBM.
- Advocate adherence to UN/UNDP policy positions on M&E, RBM, and quality assurance.
- Support the mapping of business processes and elaboration of Standard Operating Procedures (SOPs).
- Provide input to CO’s annual planning processes and participate in defining targets and indicators.
- Ensure gender equality, disability inclusion, and Leave No One Behind principles are mainstreamed into programming.
- Contribute to joint UN planning and reporting processes.
- Coordinate implementation and application of results monitoring and quality assurance work.
- Develop templates for project and work plan monitoring and quality assurance visits.
- Prepare reports analyzing progress and results of projects.
- Ensure consistent maintenance and monitoring of relevant scorecards and quality assurance tools.
- Analyze requirements and synthesize proposals for the planning, preparation, and management of evaluations.
- Draft and revise Terms of Reference (TOR) for monitoring and evaluation missions.
- Consolidate evaluation findings, lessons learned and recommendations.
- Contribute to the establishment of statistics database and dashboards.
- Organize learning, training, and capacity building activities on M&E and RBM.
- Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices.
- Provide sound contributions to local and global knowledge networks.
- Contribute to the implementation of the Evaluation Knowledge Management and Learning Strategy.
- Identify, compile and analyze key evaluation findings, conclusions and recommendations.
- Support the development and implementation of Management Responses and track follow-up actions.
- Plan and facilitate learning events.
- Coordinate and liaise with UN agencies, Government counterparts, NGOs, CSOs and implementing partners on M&E-related matters.
- Provide technical inputs to briefs, talking points and donor/partner communications related to evaluation evidence, programme performance and learning.
- Support planning and implementation of HACT assurance activities for Implementing Partners (IPs).
- Coordinate and/or support micro-assessments of IPs.
- Prepare HACT assurance plans and schedules, track implementation status and follow up with IPs and internal stakeholders.
- Support execution of assurance activities and contribute to analysis of findings and risk trends.
- Maintain complete, accurate and up-to-date corporate records and documentation for HACT.
- Provide capacity building and guidance to IPs and UNDP staff on HACT requirements.
- Act as alternate HACT Focal Point and participate in inter-agency HACT coordination mechanisms.
Required Experience
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in M&E, programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders is required.
- Proven technical knowledge of the results-based management cycle and monitoring and evaluation is required.
- Proven experience in designing monitoring and evaluation systems and designing development projects or integrated portfolios is required.
- Proven ability to work with quantitative and qualitative data, and appropriately use qualitative data /information collection tools in innovative ways is required.
- Experience required in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems, and up-to-date, advanced knowledge of data management tools and database packages is required.
- Experience in designing, implementing and/or managing assessments and/or data collection exercises/processes is desired.
- Experience conducting applied research projects and reporting on findings is desired.
- Experience in the use of Quantum for procurement and other administrative functions is desired.
- Experience in UN/UNDP or International organizations or Development organizations is desired.
Qualifications
- Advanced university degree (master's degree or equivalent) in Development/Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Social Policy/Sciences, International Relations, or related field is required; or
- A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
