Overview

The consultant will conduct a final independent evaluation of the project “Strengthening Survivor Protection and Services” by submitting timely and quality evaluation deliverables.


Key Responsibilities
  • Submit an evaluation inception report outlining methodology, questions, data collection plan, work plan, and evaluation matrix.
  • Prepare an agenda for field visit / data collection meetings in Cambodia.
  • Submit a draft Evaluation Report with preliminary findings, analysis, and recommendations.
  • Submit a final evaluation report incorporating IOM’s comments.
  • Prepare a 2-page evaluation brief.
  • Deliver a final online presentation on evaluation findings.
  • Submit a draft management response matrix.
  • Provide row dataset data analysis coding, including quantitative and qualitative files and other references.
Required Experience
  • Strong demonstrated professional experience in conducting evaluations for international organizations, especially UN agencies and NGOs.
  • Knowledge of trafficking in persons, protection, migration is preferred.
  • Expertise in evaluation methodologies that address vulnerability factors and uphold human rights principles.
  • Familiarity with Cambodian and Southeast Asian regional context desirable.
Qualifications

Postgraduate degree or a doctoral degree in a relevant field (education, social work, social psychology, statistics, econometrics, economics, sociology, demography, development studies, etc.).
