Overview

Provide substantive support on policies and strategies for innovative approaches to debt financing and development finance in Africa, and ensure the smooth functioning and coordination of the HLWG-GFA Technical Secretariat.


Key Responsibilities
  • Provide substantive support on policies and strategies for innovative approaches to debt financing and development finance in Africa;
  • Provide technical and analytical support the HLWG Secretariat.
  • Produce analysis, briefings, position papers and background documentation to support the goals, convening, and advocacy of the HLWG-GFA
  • Ensure the smooth functioning and coordination of all aspects of the work of the HLWG-GFA Technical Secretariat;
  • Provide substantive technical support to and participate in the organisation of meetings and other forums convened by UNECA and its partners convened by ECA;
  • Provide substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate;
  • Provide technical and analytical support on debt, development finance and related issues for the UNECA Conference of Ministers;
  • Actively analyse existing studies, regulations, processes and procedures on reforming the global financial architecture and impact of major global developments on African countries;
  • Oversee effective issuance, quality control and tracking of reports, decision points and background documents;
  • Perform other duties and functions as delegated by the Deputy Executive Secretary Program;
Required Experience

A minimum of 15 years of relevant work experience in the field of economic and social development policy analysis and research with a focus on public finances, monetary policy, financial markets, and debt instruments is required. Experience in policy advice is required. Knowledge and experience of debt issues in the African continent is required, in particular related to the development finance needs of the continent is required. Demonstrated expertise in global financial architecture and Africa's strategic position within it, including experience with international and regional financial institutions, and advocacy for African voice and representation in global financial governance reforms is required. Strong programme and external relations management experience, including experience managing multi-stakeholder partnerships and experience engaging with government in the context of policy dialogue and policy advocacy efforts is desirable. Strong strategic thinking and intellectual leadership, knowledge of analytical rigor and policy relevance, strong communication and drafting skills, and the ability to operate in a fast-paced, high-level policy environment are desirable.

Qualifications

An advanced university degree (Master's or Doctorate degree, or equivalent) in finance or economics, with specialization in macroeconomics or financial economics or related fields is required. A PhD degree in economics or finance is desirable.
