Overview

This consultancy aims to strengthen Nigeria's national capacities to effectively disrupt and investigate cybercrime, focusing on ransomware, darkweb, open-source intelligence, and cryptocurrency.


Key Responsibilities
  • Develop an inception report outlining methodology and work plan.
  • Provide specialized, hands-on mentoring to national law enforcement and investigative partners.
  • Develop comprehensive training materials, design, facilitate, and lead capacity-building workshops on key cybercrime investigation topics.
  • Develop and integrate pre- and post-test evaluation tools for training sessions.
  • Prepare a final report synthesizing successes, challenges, lessons learned, and recommendations.
  • Submit a consolidated final report covering all activities, outputs, and outcomes.
Required Experience
  • At least 5 years of relevant professional experience in the area of cybercrime investigation is required.
  • At least 5 years in a position of cybercrime investigation of transnational cases is required.
  • Experience in delivering training to law enforcement officers is required.
  • Experience in the development of training materials and reports is required.
  • Knowledge of the United Nations Convention against Cybercrime is desirable.
  • Experience of working for the United Nations or other international organizations is desirable.
Qualifications
  • An advanced university degree (Master’s degree or equivalent) in Criminal Justice, Cybersecurity, or Artificial Intelligence is required.
  • A first-level university degree in the aforementioned fields, in combination with two (2) additional years of qualifying work experience, may be accepted.
  • Formal qualifications or certifications from a recognised national or international authority on artificial intelligence and robotics, digital forensics, open-source investigation, and the responsible use of artificial intelligence in law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first-level university degree.

Languages Required
• Fluency in English, i.e. oral and written proficiency, is required.
Languages Preferred
• Knowledge of another United Nations official language is an advantage.

Work Modality
Home-based with potential travel to various states in Nigeria as required
