Overview
The Partnerships Senior Officer - Liaison provides project support for Japan-funded projects implemented by UNOPS country offices worldwide and assists the Head of Office on business development and political positioning.
Key Responsibilities
- Liaising with the government of Japan and UNOPS offices for project signing and fund transactions.
- Supporting UNOPS country offices with communication, reporting, and amendments for Japan-funded projects.
- Reviewing documentation for submission to the government of Japan.
- Liaising for timely refund of remaining balances under Japan-funded projects.
- Reviewing concept notes and proposals for submission to the government of Japan.
- Providing country-specific analysis on funding from the government of Japan.
- Supporting meeting preparation and reporting for UNOPS senior leadership.
- Disseminating knowledge management materials and external communication tools.
- Liaising with key stakeholders in Japan to set up meetings and prepare minutes.
- Reviewing accounting transactions for correctness and adherence to rules.
- Processing payments to suppliers/subcontractors and vendors.
- Ensuring timely replenishment of bank account and petty cash.
- Settling amounts due or recovering outstanding receivables.
- Keeping documents, reports, guidelines, and audit files up-to-date.
- Performing inventory.
- Alerting the Head of Office on financial shortfalls and over-expenditures.
- Coordinating vendor communications, meetings, and reports.
- Managing procurement and payment processes.
Required Experience
- Bachelor’s degree with 4 years of relevant experience, OR Master’s degree with 2 years of relevant experience.
- Relevant experience in project management and/or operations management, preferably with focus on monitoring and reporting.
- Demonstrated excellent research and analysis skills related to partner/business development in an international setting.
- Ability to work with computer and office software packages (MS Office) and knowledge of spreadsheet and database packages.
- Field experience or experience in developing countries is considered an asset.
- Experience and demonstrated knowledge of UN rules and procedures in Procurement, Finance, HR Management and administrative rules and regulations will be an advantage.
Qualifications
- Bachelor’s degree (or equivalent) in Business Administration, Project Management, Development Studies, International Relations or related fields.
- Master’s degree (or equivalent) in any of the above or related fields.
