Overview
The Senior Monitoring and Evaluation Associate will assist with monitoring, data gathering, and analysis of IOM's programmes across Cambodia.
Key Responsibilities
- Assist in developing plans and implementing M&E activities, such as surveys, baseline/endline assessments, post-distribution monitoring (PDM), scheduled evaluations, lessons-learned workshops, programmes/projects reviews, and any other M&E data collection exercises.
- Keep track of the project M&E Frameworks and the status of indicators, including IOM Strategic Results Framework (SRF) indicators.
- Assist in collecting relevant information and support M&E reporting by closely coordinating with programme teams and focal persons.
- Support resource mobilization efforts by providing M&E related inputs to funding proposals.
- Draft M&E related components for the preparation of donor reports.
- Support the facilitation of mid-term and final internal and external evaluations.
- Support organizational learning by assisting with participatory review processes; documenting and consolidating evaluations, lessons learned, and best practices.
- Support regular capacity building of project staff and Implementing Partners (IPs) in the field.
Required Experience
- Bachelor’s degree or higher in Social Science, Monitoring and Evaluation, International Development, or a related field from an accredited academic institution with four years of relevant professional experience; or High school diploma with six years of relevant professional experience.
- Experience in Information Management and/or Programme Monitoring and Evaluation in migration context, an asset.
- Experience supporting IM/M&E development and implementation, information analysis and report writing, required.
- Proven ability to consolidate and validate information from multiple sources.
- Proven ability to work with data management, analysis, and presentation software, e.g. Microsoft PowerPoint and Excel, a must.
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
- Experience in working with migrants, refugees and other vulnerable groups.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Qualifications
- Bachelor’s degree or higher in Social Science, Monitoring and Evaluation, International Development, or a related field from an accredited academic institution; or High school diploma.
