Overview
Provides legal support to UNDP senior management, Headquarters, Regional Bureaux and Country Offices in the Administrative Law practice area. Contributes to knowledge management, legal representation in formal cases, and review/implementation of policies and procedures.
Key Responsibilities
- Ensures timely provision of responses to inquiries from counterparts.
- Provides assistance in legal advice on UN Staff Regulations and Rules and management of staff.
- Conducts research on legal issues and liaises with other offices.
- Drafts initial legal opinions on administrative law matters.
- Assists in liaising with UN OLA, HQ and Country Offices on privileges and immunities.
- Assists in the preparation of responses to appeals against administrative decisions.
- Assists in the preparation of cases concerning allegations of misconduct.
- Conducts initial review of reports for priority and documentation.
- Acts in submissions to UN Tribunals.
- Contributes to settlement negotiations and/or mediation proceedings.
- Conducts research on jurisprudence and identifies appropriate precedents.
- Facilitates provision of information and consideration of appeals before the UN Appeals Tribunal.
- Supports minimization of liability and timely resolution of disputes.
- Liaises with other legal offices on best practices.
- Provides guidance in identification of issues of liability and preparation of responses.
- Prepares cases for referral to national authorities.
- Organizes and prepares for meetings.
- Contributes to preparation of learning events.
- Supports compilation of statistics and reporting requirements.
- Identifies documentation for preparation of Bundles.
- Oversees administration of internships.
- Facilitates knowledge management and retention.
- Performs other functions as required.
Required Experience
- Minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of legal experience relevant to the duties as described with a law firm, a non-profit or for-profit organization, a government, an international organization’s legal office, and/or a court, administrative board or tribunal.
- Experience with the United Nations system legal framework is desired.
- Experience working with personnel/Administrative Law issues of United Nations organizations is desired.
- Experience handling cases involving allegations of misconduct and appeals against administrative decisions is desired.
- Experience monitoring and following up on many activities concurrently under time constraints, and the ability to understand and manage priorities is desired.
- Experience conducting detailed research and compilation of information is desired.
Qualifications
- An advanced university degree (Master’s level/LLM) in Law or equivalent from a recognized university is required; or
- A first level university degree (Bachelor’s Degree/LLB) in Law from a recognized university, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Specialization in International Law and/or Administrative Law is desired.
- Passing of the bar examination of a Member State or its equivalent qualification to practice law in a Member State is desired.
