Overview
The Project Manager will provide leadership, programme management, and team management for integrated child protection and education interventions in Rakhine state, ensuring timely and efficient implementation in line with agreed plans and quality standards.
Key Responsibilities
- Overall responsible for the management and implementation and quality of integrated project activities and staff.
- Ensure the effective and efficient implementation of the education programme in Rakhine State.
- Manage the emergency education programme implementation, including financial management.
- Produce monthly data and regular narrative reports for different stakeholders as well as donor narrative reports.
- Prepare timely programme and donor reports on the project activities.
- Support the development of high quality concept notes and proposals.
- Coordinate with the logistics team to put in place a phased procurement plan.
- Put in place a sector M & E plan, ensuring this links to reporting requirements.
- Coordination with government counterparts and other stakeholders.
- Ensure project staff safety and security.
- Primary budget-holding responsibility for the Rakhine Area Office for the fund related to the project.
- Lead the discussion on the budget of the grant at monthly Finance & Grant meetings.
- Maintain a close relationship with the Finance & Award team on this grant.
- Monitor the project to ensure it is managed in line with the agreed budget.
- Monitor and discuss budget variances with relevant team members.
- Develop timely solutions to project’s under and overspends.
- Assist the Project Lead PM for the financial reports.
- Ensure that partner receives sub grants in a timely manner.
- Organize and support program learning with a focus on identifying best practices and lesson learns.
- Contribute to building the capacity of the implementation team, including partner staff.
- Maintain a strategic overview of child-focused civil society in Myanmar.
- Ensure to implement the project in line with project plans.
- Support the establishment of innovative and collaborative working approaches.
- Identify and support civil society partners.
- Primary contact point in Sittwe regarding this project for partner organizations and external stakeholders other than the donor.
- Ensure high quality, accessible information about the project and its achievements is available for internal and external audiences.
- Representing SCI when required to government, the UN and other national and international agencies.
- Maintaining good relationships with government ministries and departments, UN agencies and NGOs.
- Regular coordination with management staff of partner organization through collaboration.
- Develop and pilot practical day-to-day approaches to increase awareness, commitment and interest in child safeguarding amongst staff members.
- Take all necessary and appropriate steps to prevent fraud, bribery, and corruption.
- Manage and support the team under his/her responsibility and assess the performance of personnel.
- Identify learning and training opportunities for Save the Children staff and partners.
- Act as a mentor and coach for all national staff.
- Ensure that Save the Children's work is coordinated with efforts of other agencies and Government.
- Take steps to document lessons learned from the emergency education programme.
- Identify opportunities and material to contribute to emergency education communications and media work.
Required Experience
- At least five years management experience of development programs, preferably in these thematic areas.
- At least 3 years demonstrated experience managing Emergency Education programmes including programme coordination, implementing education projects within donor constraints, on time, within scope and within budget.
- Experience and demonstrated strong knowledge of working in partnership with INGOs/LNGOs and effective financial and budgetary control and managing grants.
- Experience of managing and developing a team, and the ability to lead, motivate and develop others.
- Demonstrated skills, experience, and knowledge of: community development; working with children and on children’s issues; and working in partnership with other organizations.
- An in-depth understanding of national and international development issues, ideally related to the education, child protection and child rights governance thematic area.
Qualifications
- Bachelor’s degree, and preferably post-graduate university degree, ideally in a subject related to management or Education or ECCD.
