Overview

The MEAL Officer will lead MEAL functions for the Education & Child Protection integrated project, interfacing with communities and supporting program staff and partners to enhance project performance and quality. The role involves establishing accountability mechanisms and managing project data.


Key Responsibilities
  • Lead MEAL functions in the project.
  • Interface with communities, spending at least 25% of work time in the field.
  • Work closely with program staff and partners to support project performance and quality.
  • Establish robust accountability mechanisms with targeted communities.
  • Implement the M&E Plan, archiving and managing database.
  • Support MEAL thematic area interventions with partners/external stakeholders.
  • Dedicate time with teams and partners to support and monitor project implementation.
  • Collect data from source on a regular frequency for data quality assurance.
  • Lead program staff in data entry, data check, and compilation.
  • Support program team in development and management of databases.
  • Ensure data collection forms/necessary materials are present.
  • Maintain database for total reach, disaggregated by gender, age, ethnicity, and disability.
  • Conduct constant dialogue with program staff for enhancing M&E tools.
  • Monitor child participation using the Child Participation Indicator tool.
  • Support collection of data and information for internal studies.
  • Contribute to Total Reach annual planning and reporting processes.
  • Develop and use process level quality benchmarks for field monitoring visits.
  • Assist Project Manager in donor report preparation.
  • Coordinate with Area MEAL Focal Points in developing M&E reports.
  • Develop plans for quality monitoring.
  • Conduct quality monitoring using checklists and field visits.
  • Share findings from quality monitoring and facilitate action plans.
  • Conduct follow-up monitoring visits to support action plan implementation.
  • Make and manage database from quality monitoring.
  • Perform regular field visits to ensure data quality and accuracy.
  • Support programme team to collect data from source.
  • Conduct quality audits for reports and data submitted by partners.
  • Assist the project MEAL Focal Point to maintain database for total reach.
  • Support internal and external program/project evaluations, baseline and end-line assessments.
  • Support dissemination of baselines/assessments/evaluations and track recommendations.
  • Ensure communities are oriented about and know how to use Feedback and Response Mechanism.
  • Ensure all program standards are exhibited in selected sites.
  • Establish an effective functional system for feedback handling and response mechanisms.
  • Guide program team in conducting discussions with communities to collect feedback.
  • Categorize feedbacks collected and reach out to Program Manager for urgent responses.
  • Collect data for bi-annual response satisfaction survey.
  • Lead and facilitate ongoing data collection and analysis for data-driven learning.
  • Set up a practical learning mechanism within and across programs.
  • Participate in project design and proposal discussions.
  • Provide training for partners staff and project staff on MEAL and data collection tools.
  • Ensure common understanding of SCI MEAL framework within the project team.
  • Coordinate with MEAL focal person from each partner and track their activities.
  • Conduct MEAL knowledge sharing session to partner staffs.
  • Assist Project Manager in analyzing partner reports.
  • Lead the process of piloting and scaling up local level beneficiary complaints’ mechanisms.
  • Ensure MEAL frameworks include indicators to monitor beneficiary feedback on staff conduct and risks to children/women.
  • Undertake project related tasks assigned by line manager.
  • Work as a positive team member and contribute to objectives of SCI.
  • Other activities as required by the project time to time.
  • Be flexible in responsibility according to project’s needs.
Required Experience
  • Minimum 3 years’ MEAL experience in development, humanitarian context working for non-government organizations or UN agencies.
  • Excellent skills and experience in using Microsoft Access, Excel, and other databases.
  • Experience and knowledge in MEAL concepts; leading/conducting baselines and evaluations; Considerable knowledge of developing/reviewing programme frameworks and log-frames, data collection and storage methodologies, methods of analysis and interpretation.
  • Experience working with KoBo, PowerBI and SPSS.
  • Willingness to travel to project site and work in difficult environments.
  • English communication skills, both written and verbal.
  • Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure.
  • Able to self-manage time effectively and execute plans independently.
  • Ability to work collaboratively with colleagues across the organization developing effective working relationships.
  • Experience or knowledge of working and living in relevant region/context (Desirable).
  • Experience of promoting quality and impact through at least one crosscutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement (Desirable).
  • Experience and knowledge of Save the Children’s structure, mandate and child focus (Desirable).
  • Demonstrable MEAL experiences in different projects and program from different donors funding (Desirable).
  • Experience in conducting assessments/Evaluations and an understanding of MEAL systems (Desirable).
  • Proven capacity to supervise, train, and coach staff (Desirable).
  • Demonstrate ability at report writing and excellent communication skills (Desirable).
  • Computer literacy with data analysis skills (Desirable).
Qualifications

• BSc/MSc degree in International Development, Humanitarian Response or related field.
