Overview
The United Nations Environment Programme (UNEP) seeks a consultant to support updates to model regulation guidelines, country savings assessments, and sustainable procurement guidelines, alongside targeted support to priority countries. The role will contribute to the development, dissemination, and application of technical guidance, analytical tools, and policy recommendations to accelerate the uptake of energy-efficient and climate-friendly cooling solutions.
Key Responsibilities
- Development and justification of MEPS and labelling proposals
- Technical inputs to market assessments (e.g. efficiency levels, technologies, projections)
- Review and validation of draft regulations and technical reports
- Participation in selected technical discussions or policy working groups where high-level technical input is required
- Inputs to sustainable procurement levels and technical requirements
- Contribution to, and where relevant support for delivery of, technical content for trainings
- Advice on testing standards, methodologies, and laboratory specifications
Required Experience
- More than 7 years’ experience in cooling energy efficiency (MEPS and labelling), HVAC systems and refrigeration and refrigerants including natural refrigerants (including relevant training and education experience).
- Proven experience on cooling energy efficiency Policy, Standards and Regulations, especially on MEPS and Labelling schemes and related supporting policies and experience working with government and private sector internationally
- Experience policy recommendations on energy efficiency strategies, tools, systems and measurements in line with international best practices.
- Experience in performing training and providing capacity building and development of didactive material
- Technical knowledge on Refrigerator and HVAC systems, natural refrigerant gases and energy efficiency for cooling appliances.
- Knowledge of past and current efficient cooling appliance, product testing standards and compliance projects and initiatives.
- Active involvement and knowledge of international best practices on product design and testing to low GWP refrigerants and improved energy efficiency.
- Knowledge on management of data collection, review and assessment.
- Ability to rapidly analyze and integrate diverse information from varied field sources to produce highly qualitative presentations.
- Skills for timeliness and quality development of report and documents as well as written and oral presentation.
- Interpersonal skills to establish and maintain good relationship with Nigeria, Dominican Republic, Rwanda and Costa Rica government and stakeholders.
- Experience working in Latin American and African regions would be an asset
Qualifications
Minimum advanced university degree (Masters) or equivalent in Engineering (electrical, mechanical, industrial, or similar), Electricity or in a relevant scientific development discipline
