Overview

The purpose of this consultancy is to strengthen Papua New Guinea’s juvenile justice system by supporting the comprehensive review and amendment of the Juvenile Justice Act 2014, with a view to ensuring compliance with international child rights obligations and reinforcing a child-centered, rights-based and restorative justice framework.


Key Responsibilities
  • Develop the overall framework for carrying out the review and revision of the Juvenile Justice Act 2014.
  • Provide technical support to relevant government entities to make formal application for a policy decision to revise and amend the legislation.
  • Conduct analysis of the Juvenile Justice Act 2014 to identify legal and procedural gaps.
  • Facilitate stakeholder consultations with relevant justice actors and Working Group meetings.
  • Prepare First Draft of the revised legislation, integrating findings from legal analysis and consultations.
  • Facilitate validation meeting(s) to review Draft and consolidate feedback from statutory authorities and stakeholders.
  • Prepare Final Draft of the revised legislation, incorporating feedback from validation meetings and legal authorities.
  • Support formal endorsement of the proposed amendments of the Juvenile Justice Act 2014 for submission through legislative channels.
Required Experience

Minimum 10 years of senior experience of working in the legal sector and/or advising of the drafting or revision of legislation in the government. At least 3 completed assignments in developing countries; having completed at least one assignment in a Pacific country would be an advantage. Proven experience in integrating child protection and gender equality in governance would be an advantage. Prior or ongoing professional experience working in PNG with demonstrated knowledge of the country context. Prior work experience with UNICEF or other UN organization is an asset.

Qualifications

Advanced university degree (Master’s or higher) in Law.
