Overview
This position will focus primarily on Myanmar and will be responsible for developing relevant and effective programme initiatives and ensuring quality implementation in the areas of humanitarian mine action and peacebuilding, as well as supporting the contribution of the sector to the overall DRC programme and strategy in the country.
Key Responsibilities
- Lead on the design and articulation of HDP programme initiatives.
- Lead on the technical development of HMA activities and operational expansion.
- Provide technical oversight of the overall HDP program implementation including partnerships.
- Contribute to the overall effective allocation of resources for the HDP sector.
- Ensure HDP quality inputs in proposal and other grants products.
- Provide technical support and trainings to enhance capacity to deliver effective and quality-focused HDP activities.
- Carry out country field visits in support of HDP project implementation staff and provide advice and mentoring.
- Provide guidance and technical inputs to HDP staff on approaches to capacity development, working with communities and partners.
- Lead on the roll out of the conflict sensitivity and analysis practices.
- Ensure overall quality and coherence of HDP activities with monitor and follow up activities.
- Guide the HMA Manager in ensuring the overall operational compliance of HMA programme response.
- Lead the roll out, oversight and capacity development of the HDP quality management system including for partners.
- Support strong and coherent monitoring and evaluation practices.
- Support quality programme impact assessments, reviews and lesson learned.
- Lead the development of the HDP country sectoral strategy.
- Work closely with other sector leads to identify and develop areas for integration of HDP.
- Contribute to HDP fundraising and resource mobilization efforts.
- Coordinate with HMA stakeholders, represent DRC in the Mine Action Area of Responsibility and other relevant coordination fora.
- Ensure documentation and consolidation of success stories and best practices.
- Lead on research, needs assessments and analysis of data for fundraising and advocacy.
- Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD programmatic minimum standards.
- Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy.
- Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply.
- Assist in developing job descriptions and in the recruitment of HDP staff.
- Perform other relevant tasks as requested.
Required Experience
- Minimum 3 years of practical experience in humanitarian mine action, peacebuilding or social cohesion programming, including with an international NGO.
- Expertise and strong understanding of humanitarian mine action is essential, with experience in HMA quality management.
- Proven experience with fundraising, budget design and monitoring, and managing multiple funding grants.
- Demonstrable leadership and management skills and ability to work with diverse group of people from multiple nationalities.
- Demonstrated commitment to apply an age, gender and diversity (AGD) and Conflict Sensitive approach to programming.
- Experience working with national/local partners in capacity building initiatives.
Qualifications
- Master's degree in political science, international development or other relevant field.
- Postgraduate degree may be accepted in lieu of masters.
- Practical trainings or courses in HMA, conflict management, mediation and dialogue facilitation.
