Overview
The incumbent will support grant assurance activities through capacity assessments, compliance reviews, and risk management measures for Implementing Partners in line with UNOPS policies and HACT methodologies.
Key Responsibilities
- Undertake Capacity Assessments by conducting desk reviews and meetings with IPs, reviewing submitted documentation, identifying gaps and risks, assigning risk ratings, and developing reports.
- Draft and/or contribute to Capacity Strengthening Plans.
- Review IP self-assessments and supporting documents for PSEAH risk ratings, request clarifications, and jointly develop Capacity Strengthening Implementation Plans.
- Conduct monitoring and support activities for IP progress against Capacity Strengthening Implementation Plans.
- Conduct HACT compliant spot checks during and post-implementation for grants.
- Discuss recommendations with IPs following a spot check and issue corresponding reports.
- Undertake financial closure procedures for grants and issue financial closure reports.
- Provide support for the financial aspects of the grant closure process.
Required Experience
- At least 2 years of experience in one or more of the following domains: Grants Management, including planning of activities/deliverables; Drafting of agreements and other administrative documents; Financial Management and Reporting; Use of reporting and financial systems.
- Desired experience in audit and/or financial management assessments.
- Desired experience in capacity assessment of organizations through HACT compliant methodology.
- Desired experience in PSEA Assessment.
- Desired experience in organisational maturity and/or financial capacity assessment.
- Desired experience in budget management.
Qualifications
- Required Bachelor’s degree (or equivalent) preferably in Business Administration, Public Administration, Economics, Political Sciences, Finance, Economics or related fields with 7 years of relevant experience OR Master’s degree (or equivalent) preferably in any of the above or related fields with 5 years of relevant experience.
- Desired: A globally or nationally recognized professional certificate in Financial Management, Certified Auditor, Certified Public Accounting (CPA).
- Desired: A globally or nationally recognized professional certificate in project management (such as Prince 2).
