Overview

The MEAL Specialist will strengthen the Ministry’s systems for monitoring, evaluation, accountability and learning related to education financing, particularly state budget transfers to local authorities. Success in this role means supporting a shift from tracking inputs and expenditure to assessing results, outcomes, and effectiveness, enabling better-informed decisions and improved education services.


Key Responsibilities
  • Develop and strengthen a comprehensive MEAL framework for education sector financing, aligned with results-based management principles
  • Design and operationalise performance measurement systems, including indicators across inputs, outputs, and outcomes
  • Support the transition towards results- and impact-focused monitoring and evaluation of public financing instruments
  • Analyse data on the use and effectiveness of education funding, including coverage, efficiency, timeliness, and outcomes
  • Identify implementation bottlenecks, risks, and reporting gaps, and recommend practical improvements
  • Strengthen and optimise existing monitoring tools, systems, and data flows, including establishing a unified monitoring approach
  • Produce high-quality analytical outputs, including reports, policy briefs, and recommendations to inform decision-making
  • Build capacity through training, mentoring, and collaboration with Ministry teams, regional authorities, and relevant stakeholders
Required Experience
  • Minimum 5–8 years of experience in monitoring and evaluation, MEAL, public finance, or related fields
  • Demonstrated experience with performance indicators and analysing programme or financial data to assess results and effectiveness
  • Strong understanding of monitoring and evaluation principles in public sector contexts, including linking resources to outcomes
  • Proven experience producing analytical materials to support decision-making and working with multiple stakeholders
Qualifications

Degree in economics, finance, public administration, public policy, statistics, or a related discipline
