Overview

Serve as the system owner for USRAP components of the organization's migrant/beneficiary systems and interfaces, coordinating management and prioritization of the product backlog and clarifying program requirements.


Key Responsibilities
  • Serve as agile product owner for USRAP-related features of migrant related systems.
  • Coordinate management and prioritization of the product backlog.
  • Clarify USRAP program requirements for the Development Team.
  • Serve as primary subject matter expert for the USRAP workflow.
  • Liaise with Lead Business Process Owner for MiMOSA, Information Systems Officer for RMM, and MHI Manager regarding reporting and workflow requirements.
  • Collaborate with MiMOSA Project Team and Department of State’s Bureau of Population, Refugees, and Migration (PRM)/Refugee Processing Center (RPC) regarding project goals, milestones and deliverables.
  • Serve as USRAP focal point for the Receiving Mission Interface (RMI).
  • Create and define reporting business requirements related to SLAs and KPIs.
  • Provide functional oversight and technical guidance to the Senior Project Associate, Data Integrity and Reporting.
  • Oversee quality assurance of data entry and procedures for United States arrivals.
  • Support documentation, tracking, and reporting of information-security gaps and remediation actions.
  • Identify, analyze, and recommend innovative solutions that enhance operational efficiency and user experience.
  • Coordinate at mission level with National Programme Coordinator and USRAP Risk and Compliance functions.
  • Maintain and monitor confidentiality of all USRAP matters.
  • Perform other such duties as may be assigned.
Required Experience
  • Extensive knowledge of the USRAP programme and processes, particularly in program integrity, compliance and information security.
  • Extensive knowledge of the START system and its integration with IOM institutional and programmatic tools and systems including MiMOSA and RMI.
  • Extensive knowledge of the MiMOSA system including the user interface and database.
  • Experience in software development and PaaS application.
  • Familiarity with enterprise information technology infrastructure such as Azure, Microsoft 365, cloud hosting and VPN.
  • Experience and knowledge of tools and methodologies used in planning, design and implementation of business applications and data modelling.
  • Proven direct experience with innovative solutions is required.
  • Demonstrated understanding and effective application of project and quality disciplines including project management and donor reporting.
  • Demonstrates effective application of knowledge and understanding of project and quality disciplines.
  • Demonstrated data analytical skills required.
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, external partners, executives, managers, and subject matter experts.
  • Excellent problem-solving skills design, coding and debugging skills.
  • Proven personal ownership and ability to set and meet high professional standards, flexible and responsive work style with minimum supervision.
  • Strong written and verbal communication skills and ability to effectively communicate with and lead a team.
  • Critical thinking, problem solving, design, and most critically, attention to performance, scalability, reliability, availability at the system and component level.
  • Skills in conducting quality assurance, software audit and end user training.
Qualifications
  • Master’s degree in Business Administration, Computer Science, Information Technology, or a Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Languages Required
• Fluency in English is required (oral and written).
Languages Preferred
• Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Contract Duration
• 1 year with possibility of extension
