Overview
The consultant will develop a National Digital Divide Report for Jordan, focusing on access, use, digital skills, user experience, and cost, aligning with national strategies and policies.
Key Responsibilities
- Review current policies, strategies, legislation, and international reports related to ICT, AI, and e-Inclusion in Jordan.
- Review international and regional best practices in developing digital divide analysis and reports.
- Review relevant previous national and international studies and reports, focusing on international indicators and standards.
- Analyze available national data, assessing availability and identifying gaps.
- Identify data gaps and related needs, and determine collection mechanisms.
- Identify main national stakeholders, conduct interviews and meetings, and summarize discussions.
- Draft the report based on national needs, gap analysis, best practices, and SWOT analysis.
- Present and discuss the draft report with national entities in a meeting or workshop.
- Update and enrich the draft report based on received comments.
- Contribute to national workshops and capture main comments and discussions.
- Update the draft proposal according to all received feedback.
Required Experience
- At least 5 years of experience and research in the domain of digital technologies.
- Previous experience in management and planning.
- Previous experience in the delivery of research papers is desirable.
Qualifications
- An advanced university degree in ICT, technology, engineering, computer science or a related field is required.
- A Ph.D. degree is desired.
