Overview

The MEAL Officer will lead MEAL functions in a malaria prevention and control project, interfacing with communities and supporting project performance and quality. The role involves establishing a robust accountability mechanism with targeted communities and managing databases.


Key Responsibilities
  • Lead MEAL functions in the malaria prevention and control project.
  • Interface with communities, spending at least 25% of work time in the field.
  • Support the performance and quality of the project.
  • Establish a robust accountability mechanism with communities.
  • Implement the MEAL Plan, archiving and managing databases.
  • Plan, coordinate, and prioritize for preparing quality data reports.
  • Ensure timely data entry and share reports.
  • Lead program staffs in data entry, data check, and compilation.
  • Collect data from source on a regular frequency for data quality assurance.
  • Consolidate timely collection of data for project activities and output indicators.
  • Support database development and management for surveys, need assessments, and program expansion.
  • Ensure data collection forms/materials are present at township.
  • Maintain confidentiality of health-related data.
  • Maintain database for total reach, disaggregating data by gender, age, ethnicity, and disability.
  • Conduct dialogue with program field staff for enhancing MEAL tools effectiveness.
  • Follow up on MEAL Plan with program staff to collect data and maintain database.
  • Monitor child participation using the Child Participation Indicator tool.
  • Support collection of data for internal studies.
  • Support training for Mobile Case-based Reporting of malaria volunteers and analyzing reported data.
  • Participate in mobile migrant mapping.
  • Contribute to Total Reach annual planning and reporting.
  • Undertake field monitoring visits focusing on programme quality aspects.
  • Assist in donor report preparation.
  • Develop plans for quality monitoring.
  • Conduct quality monitoring using checklists.
  • Share findings from quality monitoring and facilitate action plan preparation.
  • Conduct follow-up monitoring visits.
  • Make and manage database from quality monitoring.
  • Support MEAL Coordinator and programme staff for developing effective working coordination.
  • Perform regular field visits to ensure data quality and accuracy.
  • Conduct quality audits for reports and data submitted by partners.
  • Update and manage MEAL tracking tools.
  • Assist MEAL coordinator in donor report preparation, including dashboards.
  • Support internal and external program/project evaluations, baseline and end-line assessments.
  • Support dissemination of baselines/assessments/evaluations and track recommendations.
  • Ensure communities are oriented on the Feedback and Response Mechanism.
  • Ensure program standards are exhibited in selected sites.
  • Establish an effective system for feedback handling and response mechanisms.
  • Guide MEAL assistants in conducting discussions with communities to collect feedbacks.
  • Assist in carrying out preliminary first inquiry reports for serious feedback.
  • Collect data for bi-annual response satisfaction survey.
  • Lead and facilitate ongoing data collection analysis for data-driven learning.
  • Set up a practical learning mechanism within and across all programs.
  • Participate in project design and proposal discussions.
  • Support training for partners and project staff on MEAL and data collection tools.
  • Ensure common understanding of SCI MEAL framework within the project team.
  • Support child safeguarding and child protection mainstreaming into M&E frameworks.
  • Support piloting and scaling up local level beneficiary complaints’ mechanisms.
  • Prevent fraud, bribery, and corruption.
  • Undertake project-related tasks assigned by line manager.
  • Work as a positive team member.
  • Other activities as required by the project.
  • Undertake additional duties within reasonableness of skills and experience.
Required Experience
  • At least 4 years experience in related field.
  • Relevant knowledge, skills and experience in data management related to DHIS2 System and HMIS system, Malaria Mobile Case Based Report (MCBR) Android Application, especially for Malaria.
  • Excellent skills and experience in using Microsoft Access, Excel and other databases.
  • Previous working experience of health data management and data analysis in INGO/NGO.
  • Experience and knowledge in MEAL concepts; leading/conducting baselines and evaluations.
  • Considerable knowledge of developing/reviewing programme frameworks and log-frames, data collection and storage methodologies, methods of analysis and interpretation.
  • Experience working with ODK or KoBo Collect and PowerBI.
  • Willingness to travel to field offices and work in difficult environments.
Qualifications

• Bachelor’s Degree in computer science/ Health OR equivalent experience in Social / Development Sciences/Economics/ Information Technology or other related subjects.
