Overview

Manages human resources administration, recruitment, and training for mission members. Advises on staff regulations and ensures their correct application.


Key Responsibilities
  • Advises mission members and interprets OSCE Staff Regulations and Rules.
  • Supervises Administrative Assistant and Archives/Records Assistant.
  • Supervises IRMA HR data entry, administration of contracts, and maintenance of records.
  • Reviews payroll data and verifies overtime records.
  • Approves home leave entitlements and initiates reports.
  • Certifies Provident Fund enrolment, changes, and separation for national staff.
  • Ensures adherence to end-of-service clearance procedures.
  • Analyses and proposes solutions for HR issues, including performance and code of conduct.
  • Issues internal guidelines and circulars related to HR procedures.
  • Prepares or updates the Post Table and reports changes.
  • Reviews and assists in improving the drafting of job descriptions.
  • Supervises filing system of national job descriptions.
  • Co-ordinates recruitment for international and national posts, consultancies, and internships.
  • Ensures timely and efficient filing of vacancies.
  • Approves final draft of vacancy notices for advertisement.
  • Assists in drafting vacancy notices for international posts.
  • Establishes a system for screening applications and screens them.
  • Attends interviews as ex-officio member of the selection board.
  • Compiles and obtains signature for interview board reports.
  • Liaises with DHR/Secretariat on recruitment for international positions.
  • Prepares the Mission’s annual learning and development plan.
  • Supervises training schedules and implementation of the training plan.
  • Supervises in-house training courses for staff.
  • Manages the Mission’s induction programme.
  • Performs other duties as required.
Required Experience
  • Minimum six years of professional experience in the field of human resources, preferably with an international organization.
  • Previous experience in supervision of staff or in people management.
  • Established experience in at least one of the following: personnel administration, job and organizational design, recruitment, training.
Qualifications

• Secondary education supplemented by formal training in Human Resources Management, Public or Business Administration or a related field.

Languages Required
• Excellent written and verbal communication skills in English, Romanian and Russian language.
Languages Preferred
• Knowledge of an ERP system and experience in HR quality assurance would be an asset.

Remuneration
• Monthly remuneration, subject to social security deduction is EUR 1,342.75. • OSCE salaries are exempt from taxation in Moldova. • Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. • Appointments are normally made at Step 1 of the applicable OSCE salary scale. • In exceptional cases, an initial appointment at up to Step 3 may be considered. • OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.
