Overview
The role involves leading the assessment of existing Action Plans on Holocaust Remembrance and a Culture of Tolerance and developing a new policy document for 2027-2030.
Key Responsibilities
- Leading the assessment of the Action Plans on Holocaust Remembrance and a Culture of Tolerance for 2017-2019 and for 2021-2024 (up to 20 days);
- Supporting the development of a new policy document for the Promotion of Holocaust Remembrance and a Culture of Tolerance for 2027–2030 (up to 40 days).
- Draft an Inception Note outlining methodology, work plan, and evaluation framework;
- Review and analyze relevant policy documents, legal frameworks, reports, and monitoring data;
- Assess progress toward stated objectives and results, including the effectiveness of implemented measures;
- Analyze the contribution of the Action Plan to combating antisemitism, racism, anti-Gypsyism, xenophobia, and other forms of intolerance;
- Identify institutional, operational, and contextual challenges affecting implementation;
- Document good practices and transferable lessons learned;
- Organize qualitative interviews as needed and facilitate consultative workshops;
- Draft the Evaluation Report on the implementation and impact of the Action Plans;
- Provide analytical input for the development of the new policy document, including proposed objectives, priority areas, and strategic directions;
- Ensure alignment with relevant international standards;
- Advise on result frameworks, indicators, and monitoring mechanisms for the new document;
- Facilitate consultative workshops with public authorities, civil society representatives and other relevant stakeholders;
- Participate in cost estimation for new Programme implementation;
- Support drafting a new policy document for 2027–2030.
Required Experience
- Proven experience in policy evaluation, particularly in the areas of human rights, anti-discrimination, or education policy;
- Proven expertise in the field of equality, non-discrimination and human rights in the Republic of Moldova;
- Demonstrated knowledge of Holocaust remembrance, combating antisemitism and racism, and European/international policy frameworks;
- Experience working with public institutions and civil society stakeholders;
- Experience working with the Ministry of Education and Research is considered an asset.
Qualifications
- Advanced university degree in law, human rights, education, international relations, public policy, social sciences or other relevant fields;
- Excellent analytical, drafting, and facilitation skills;
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
