Overview

The Humanitarian Affairs Officer/Pooled Fund Manager (Envelope Manager) role supports the Head of the Humanitarian Financing Unit in managing multi-donor country-based pooled funds allocated to humanitarian actors for ongoing operations and emergency responses.


Key Responsibilities
  • Advise on Fund management and CERF processes.
  • Liaise with OCHA Headquarters sections.
  • Represent the Fund and coordinate with stakeholders.
  • Assist in preparing Advisory Board meetings.
  • Manage and oversee allocation processes.
  • Monitor implementation of Fund allocation strategies.
  • Review and analyze humanitarian financing and programming issues.
  • Ensure proper financial management and compliance.
  • Develop audit plans and analyze findings.
  • Advise on compliance and risk management.
  • Ensure implementation of global policies and guidelines.
  • Develop the HFU Operational Manual.
  • Ensure communication with Fund recipients and stakeholders.
  • Oversee the HFU risk management framework.
  • Ensure grant agreements are accurate.
  • Conduct due diligence reviews and assessments.
  • Implement OCHA's SOPs on fraud and SEA.
  • Support review of the Fund by UN oversight bodies.
  • Develop monitoring plans.
  • Oversee project monitoring.
  • Provide project status information.
  • Establish reporting schedules and review reports.
  • Support evaluations, reviews, and studies.
  • Ensure appropriate use of the Grant Management System.
  • Conduct and update analyses of humanitarian financing.
  • Prepare and disseminate information, reports, and communication products.
  • Strengthen relationships with contributing donors.
  • Develop strategic partnerships with new donors.
  • Coordinate with other donors.
  • Support Resource Mobilisation Action Plans.
  • Plan staffing and operational requirements and budget.
  • Ensure recruitment, induction, training, and performance management.
  • Promote a positive and respectful working environment.
  • Perform other duties as assigned.
Required Experience
  • A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, project management, budget management, or related area is required.
  • Experience in humanitarian emergencies in the field is required.
  • Experience in humanitarian financing, e.g., grant management, and donor relations for humanitarian programmes, is required.
  • Direct project management or project supervision experience, as well as prior experience in project management, monitoring and evaluation, and administration, is required.
  • Experience in the design of policies and guidelines pertaining to humanitarian assistance is desirable.
  • Experience with the UN common system or other comparable international organization is desirable.
  • Experience in the Eastern and Southern Africa region(s) is desirable.
Qualifications

An advanced university degree (Master's degree or equivalent) in humanitarian or development affairs, social sciences, public administration, international studies, economics or a related field, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
