Overview
The Chief of Section, Finance and Budget is responsible for planning, organizing, and managing the preparation and administration of medium-term plans and budgets, ensuring compliance with legislative mandates and financial regulations.
Key Responsibilities
- Plans, organizes and manages the preparation of the medium-term plan and its revisions.
- Reviews, analyses and finalizes cost estimates and budget proposals.
- Manages/issues allotments, authorizes sub-allotments, and monitors expenditures.
- Administers and monitors extra-budgetary resources.
- Authorizes payment to Governments for settlement of certified death and disability, contingent-owned equipment and letters-of-assist claims.
- Oversees the review and finalization of budget performance reports.
- Provides advice and guidance, including training, on budgetary and financial policies and procedures.
- Participates in inter-departmental meetings and/or technical survey missions.
- Prepares/finalizes reports for intergovernmental bodies and for management on budgetary issues.
- Acts as Certifying Officer under Financial Rule 110.4.
- Ensures the integrity of financial and management systems and the controls that underpin them.
- Represents ECA in meetings of legislative organs.
- Plans, organizes and manages staff and work programme.
- Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting.
- Performs other related duties, as assigned.
Required Experience
10 years of work experience Progressively responsible experience in finance, administration, budget, business administration or related area is required. Experience in data analytics or related area is desirable.
Qualifications
An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, finance, or related field or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
