Overview
Lead a feasibility study for establishing an online university or equivalent platform for Least Developed Countries (LDCs). The study will assess the viability and requirements for expanding access to higher education, particularly in STEM fields, through online modalities.
Key Responsibilities
- Prepare an inception report detailing methodology, work plan, data collection tools, and stakeholder engagement strategy.
- Undertake in-country assessments in two LDCs to map the online education landscape.
- Lead the preparation of chapters on the online education landscape and identification of modes of operation.
- Contribute inputs and edits to chapters on curriculum design, quality assurance, accreditation, governance, staffing, resource mobilization, and partnership strategy.
- Integrate and synthesize all analytical components into a coherent feasibility study, including conclusions and recommendations.
Required Experience
- At least 10 years of proven experience in policy and research is required.
- Strong background in digital infrastructure assessment, online learning platforms, and technology solutions for low resource environments is required.
- Good knowledge of challenges facing LDCs in accessing e-learning opportunities is desirable.
- Familiarity with conducting scoping analysis for the establishment of education institutions is desirable.
Qualifications
- Advanced university degree in International Development, Information Sciences, Digital learning/Edtech, Public/Education Policy or a closely related field.
- A PhD degree is an advantage.
