Overview

The Environmental Analyst will serve as a key technical and coordination focal point, ensuring that water quality monitoring and waste-management activities comply with national standards and are effectively implemented and coordinated with relevant stakeholders.


Key Responsibilities
  • Lead the alignment of project environment related activities with national policies.
  • Provide oversight of relevant legislation, technical standards, institutional mandates, and regulatory requirements.
  • Develop policy briefs, analytical products, and recommendations.
  • Lead the development of policy-level guidance for hromadas and oblast authorities.
  • Support selected hromadas in the development of environmental monitoring plans.
  • Lead and maintain strategic engagement with key regional partners.
  • Oversee and guide technical consultations for water monitoring posts and system design.
  • Lead stakeholder engagement processes with communities and local authorities.
  • Establish and strengthen collaboration with state authorities and scientific institutions.
  • Ensure systematic documentation, analysis, and integration of stakeholder feedback.
  • Liaise closely with technical and engineering teams.
  • Oversee contractors’ and suppliers’ performance.
  • Lead monitoring of contractor and supplier performance from a community perspective.
  • Provide technical oversight and guidance in procurement processes.
  • Contribute to procurement-related processes.
  • Ensure effective planning and facilitation of coordination meetings and field missions.
  • Contribute to preparing progress and monitoring reports.
  • Organize training, workshops, and capacity building activities.
  • Identify, synthesize and document best practices and lessons learned.
  • Participate in and ensure sound contributions to knowledge networks.
  • Support the establishment of knowledge platforms for the project.
  • Promote advocacy on development trends and opportunities.
  • Assist with ensuring the Programme contributes to the promotion of gender equality.
  • Use the principles of gender-responsive communications.
  • Be aware of relevant gender issues and concerns.
  • Support the promotion of team culture of gender equality and zero tolerance to any sexual misconduct.
  • Demonstrate respect for gender equality in professional interactions.
  • Assist with informing and briefing personnel and partners about corporate sexual harassment and sexual exploitation and abuse policies.
Required Experience
  • Minimum of 2 years (with Master’s degree or equivalent) or 4 years (with Bachelor’s degree) of relevant experience at the national or international level, in the area of environmental policy, stakeholder engagement, and implementation of environment-related projects.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Proven experience in stakeholder engagement and multi-partner coordination including collaboration with local authorities.
  • Prior experience in environmental policy, regulatory compliance or environmental governance, particularly related to water monitoring and waste management systems.
  • Experience in project implementation support, including coordination with contractors and suppliers, and familiarity with procurement processes.
  • Previous experience with UN/UNDP, other international organizations, and/or public sector.
Qualifications

Advanced university degree (Master’s degree or equivalent) in Environment, Ecology or Biology is required, or A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
