Overview
The Programme Analyst will support the design and implementation of integrated interventions that combine institutional effectiveness, transparency, participation, and innovation capacity, along with inclusion, local development, digital transformation, innovation, gender equality, and data-informed decision-making. This position contributes to SDG acceleration by developing accountable, people-centered, and rights-based governance systems and arrangements.
Key Responsibilities
- Provide inputs to analysis of political, social and economic situation.
- Provide inputs to operationalize UNSDCF/ CPD.
- Ensure implementation of programme Standard Operating Procedures.
- Analyze and synthesize proposals in assigned programme areas.
- Conduct analysis of institutional performance, governance trends, digital transformation and participation dynamics.
- Support CPD/UNSDCF implementation in governance and institutional strengthening.
- Provide inputs to reforms, modernization strategies and participatory processes.
- Review governance-related proposals and concept notes.
- Oversee planning, budgeting, implementation and monitoring of assigned programme areas.
- Ensure effective application of results-based management tools.
- Ensure effective use of data in programme implementation.
- Provide inputs to trends analysis for future informed and anticipatory programming.
- Support preparation for audits and implementation of management responses.
- Prepare inputs for reporting.
- Support rollout of new initiatives and programmes.
- Support design and implementation of projects in governance, digitalization, transparency and local governance strengthening.
- Support development of partnerships with UN Agencies, IFIs, government institutions, donors, private sector, and civil society.
- Provide input in identifying strategic programme areas of cooperation.
- Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, and support Country Office resource mobilization efforts.
- Contribute to development of portfolios and Country office pipeline.
- Identify policy-driven issues; and identify and compile best practices and lessons learned.
- Support establishment and strengthening of national and international advocacy networks.
- Implement relevant, high-impact advocacy with key partners.
- Support development of policies and institutions to address country problems and needs.
- Ensure policy advisory contributes to inclusive societal digital transformation.
- Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms.
- Organize training for operations/ projects staff on programme related matters.
- Identify best practices related to governance, rule of law, transparency, participation and state capacity.
- Support advocacy and communication on governance priorities.
- Contribute to knowledge platforms, innovation initiatives and learning networks.
- May supervise Programme support staff.
Required Experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national and/or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development portfolios and projects within assigned thematic area is required.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP is required.
- Experience in qualitative research, particularly in public policies, gender parity, political and electoral systems and stakeholders, governance and/or territory development issues is desirable.
- Experience providing technical support and capacity building to diverse stakeholders related to the purpose of this post and other relevant initiatives to promote democratic governance, public innovation and territory development is desirable.
- Experience mobilizing global knowledge and methodologies and applying to local contexts is desirable.
- Experience producing and or coordinating academic papers or high-level reports on governance issues, democracy, human rights, participation and representation, and/or other related subjects is desirable.
- Experience with central and local governments accompanying different process like decentralization, participation, representation, transparency, integrity and methods support is desirable.
- Prior experience with UNDP/UN agencies or other international organizations is desirable.
Qualifications
- Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Political Sciences, Social Sciences, Law, Governance, Economics, or related field is required or
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
