The Capacity Development Consultant will be responsible for documenting and designing procedures and governance tools, developing a toolkit for implementation, and organizing webinars to promote developed tools and exchange best practices.
Minimum 10 years of progressively responsible professional experience in: Capacity development and institutional strengthening and/or public sector reform or government-support programmes and/or systems-strengthening initiatives at national or sub-national level. Demonstrated experience designing and documenting Standard Operating Procedures (SOPs), Governance frameworks and coordination mechanisms, Terms of Reference (ToRs) for committees, working groups, and institutional roles, policy implementation guidelines and operational manuals. Proven experience working with: Government institutions (ministries, agencies, local authorities), multi-stakeholder governance structures, donor-funded or partnership-based projects or youth engagement mechanisms. Experience supporting institutionalization and sustainability of systems, including embedding procedures within government or public institutions, supporting ownership and adoption by counterpart institutions.
Master’s degree in public administration, international development/development studies, public policy or governance, institutional development/organizational development, management, social sciences, or related discipline.
