Overview

The Programme Officer (Shelter Engineer) will provide technical inputs and guidance for approved Shelter programmes, including supervising and supporting cash-based interventions activities.


Key Responsibilities
  • Coordinate, implement and monitor administrative and operational activities of approved Shelter programmes.
  • Supervise support staff related to Shelter projects and monitor Implementing Partners’ activities.
  • Maintain close collaboration with the Camp Coordination and Camp Management (CCCM) Unit for site improvement works.
  • Monitor the implementation of the rental assistance project.
  • Provide technical guidance to implementing partners, conduct field visits, troubleshoot implementation issues and monitor implementation progress.
  • Contribute to the implementation and monitoring of Shelter-related Cash for Work programmes.
  • Facilitate liaison and the coordination of activities with counterparts in the Haitian department of civil protection, Disaster Management offices, Ministère des Travaux Publics, Transports et Communications (MTPTC), and other relevant government entities.
  • Liaise with Information Management (IM) Geographic Information System (GIS) to update Shelter Working Group (SWG) page and support coordinating the update of evacuation shelters in Haiti.
  • Organise Shelter and Comité Thématique Evacuation et Gestion des Abris Provisoires (CTEGAP) working group meetings.
  • Participate in sectoral meetings, working groups and other relevant forum.
  • Coordinate the implementation of emergency projects, support projectization, procurement requests, training, and reporting requirements.
  • Encourage compliance with Build Back Safer principles among Shelter and NFI cluster partners.
  • Organize and conduct regular meetings at central and departmental level with Implementing Partners (IPs).
  • Participate in Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) process.
  • Participate in the identification, proposal development and reporting for future project / programme opportunities.
  • Act as Officer-in-Charge (OIC) in the absence of the Shelter Program Officer.
  • Perform such other duties as may be assigned.
Required Experience
  • Experience in crisis contexts and in developing reconstruction programmes;
  • Experience working in the international development field; particularly on neighbourhood upgrading, infrastructure, housing, urban planning or similar programmes in developing countries;
  • Working experience on development programmes funded by major bilateral or multilateral donors (Swiss Agency for Development and Cooperation, United States Agency for International Development (USAID), the World Bank, the Inter-American Development Bank, and other major donors);
  • Experience in liaising with governmental authorities, other national/international institutions, and international donors.
Qualifications
  • Master’s degree in civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Languages Required
Fluency in English and French is required (oral and written).
Languages Preferred
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) and/or Haitian Creole is an advantage.
