Overview
The Project Officer (Cash-Based Initiatives) will be responsible for the development and management of Cash-Based Interventions (CBI) to efficiently meet programme objectives.
Key Responsibilities
- Provide inputs on integrating CBI into operational plans and strategies.
- Establish and maintain working relationships with government agencies, UN partners, NGOs, research institutions, and private sector entities.
- Represent IOM in national Cash Working Group or other CBI-related forums.
- Provide day-to-day oversight and management of cash and voucher transfers.
- Liaise with IOM Units (Finance, Supply Chain, ICT) for proper implementation of activities.
- Conduct feasibility studies and market assessments for CBI modalities.
- Review the appropriateness of CBI for assistance delivery.
- Draw up plans for timely delivery of CBI and monitor implementation.
- Coordinate the development of a Country Office CBI Strategy and related work plan.
- Coordinate the development of standard operating procedures (SOPs).
- Coordinate with M&E colleagues on CBI indicators.
- Advise on Risk Management for CBI implementation.
- Contribute to project proposal preparation and report on CBI programming.
- Liaise with Regional Office CBI Focal Points and CBI Unit in Geneva.
- Coordinate and conduct capacity-building initiatives for Programme staff.
- Ensure cross-cutting issues are streamlined in CBI activities.
- Undertake and oversee visits to project sites and meet beneficiaries.
- Perform other duties as assigned.
Required Experience
- Proven international experience in cash programming in humanitarian contexts, preferably across multiple sectors, including experience in emergency and conflict environments.
- Experience liaising with governmental authorities, other national and international institutions and NGOs and building effective local partnerships, including with the private sector.
- Work experience in the Region would be an advantage.
- Previous experience working in an international organization and knowledge of the United Nations is essential.
Qualifications
- Master’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
