Overview

The Project Officer (Cash-Based Initiatives) will be responsible for the development and management of Cash-Based Interventions (CBI) to efficiently meet programme objectives.


Key Responsibilities
  • Provide inputs on integrating CBI into operational plans and strategies.
  • Establish and maintain working relationships with government agencies, UN partners, NGOs, research institutions, and private sector entities.
  • Represent IOM in national Cash Working Group or other CBI-related forums.
  • Provide day-to-day oversight and management of cash and voucher transfers.
  • Liaise with IOM Units (Finance, Supply Chain, ICT) for proper implementation of activities.
  • Conduct feasibility studies and market assessments for CBI modalities.
  • Review the appropriateness of CBI for assistance delivery.
  • Draw up plans for timely delivery of CBI and monitor implementation.
  • Coordinate the development of a Country Office CBI Strategy and related work plan.
  • Coordinate the development of standard operating procedures (SOPs).
  • Coordinate with M&E colleagues on CBI indicators.
  • Advise on Risk Management for CBI implementation.
  • Contribute to project proposal preparation and report on CBI programming.
  • Liaise with Regional Office CBI Focal Points and CBI Unit in Geneva.
  • Coordinate and conduct capacity-building initiatives for Programme staff.
  • Ensure cross-cutting issues are streamlined in CBI activities.
  • Undertake and oversee visits to project sites and meet beneficiaries.
  • Perform other duties as assigned.
Required Experience
  • Proven international experience in cash programming in humanitarian contexts, preferably across multiple sectors, including experience in emergency and conflict environments.
  • Experience liaising with governmental authorities, other national and international institutions and NGOs and building effective local partnerships, including with the private sector.
  • Work experience in the Region would be an advantage.
  • Previous experience working in an international organization and knowledge of the United Nations is essential.
Qualifications
  • Master’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

• Fluency in English is required (oral and written).
Languages Preferred
• Working knowledge of Arabic is an advantage.
Contract Duration
6 months with possibility of extension
