Overview

This position serves as a senior policy officer and Head of Office, responsible for advising on humanitarian policy direction and coordinating humanitarian action in response to emergencies.


Key Responsibilities
  • Serves as a senior policy officer, advising on overall policy direction and reviewing policy issues related to humanitarian principles and assistance delivery.
  • Prepares policy position papers.
  • Monitors, analyzes, and reports on humanitarian developments and disaster relief programs.
  • Leads and/or participates in complex projects, including disaster assessments and missions.
  • Coordinates international humanitarian assistance for emergency situations.
  • Prepares situation reports to the international community.
  • Assists in the production of appeals for international assistance and ensures proper use of donor contributions.
  • Assists member states in capacity-building for emergency situations.
  • Initiates and coordinates technical cooperation and assistance projects in disaster response and preparedness.
  • Formulates project proposals and relevant project documents.
  • Provides technical support to field work and reviews project reports.
  • Analyzes and assists in introducing new technologies for disaster warning/management.
  • Organizes and prepares studies on humanitarian and emergency relief issues.
  • Assists or leads in the preparation of OCHA reports, studies, and policy guidelines.
  • Partners with other humanitarian agencies to plan and evaluate humanitarian assistance programs.
  • Establishes and maintains contacts with government officials, UN agencies, NGOs, and diplomatic missions.
  • Serves as the primary focal point on specific topics or policy-related issues.
  • Organizes and participates in work groups, meetings, and conferences.
  • May participate in planning and preparation of unit budget and work program.
  • Provides leadership and work direction to assigned work team, and/or mentors and supervises junior officers.
  • Performs other duties as required.
Required Experience
  • A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
  • A minimum of three (3) years of relevant humanitarian experience in the field in emergency situations (complex emergency or natural disaster) is required.
  • Experience in managing people is required.
  • Experience working in a sensitive political environment at the capital level is required.
  • Experience of building strong relationships with key partners and stakeholders is required.
  • Experience in the UN Common System or comparable international organization is desirable.
Qualifications

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
