Overview
Conduct a feasibility assessment to evaluate the effectiveness and efficiency of alternative supporting mechanisms for the Elephant Trade Information System (ETIS).
Key Responsibilities
- Map operational, technical, analytical, governance, and resource requirements for the ETIS programme.
- Distinguish between core mandated functions and additional functions of ETIS.
- Identify existing institutional mechanisms that could potentially support ETIS.
- Undertake a comparative analysis of institutional options based on requirements and key considerations.
- Prepare draft recommendations on potentially feasible options.
- Assess gaps between ETIS requirements and institutional capabilities.
- Develop a comparative matrix of viable institutional options.
Required Experience
- At least 10 years of progressive responsible work experience in institutional assessment or governance reviews.
- In-depth knowledge of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
- Strong expertise on issues related to trade in elephant specimens and the implementation of Resolution Conf. 10.10 (Rev. CoP20).
- Experience in working with international organisations is desirable.
- Experience in the preparation of presentations and reports is desirable.
Qualifications
- Advanced university degree (Master's degree or equivalent) in environmental governance, international policy, criminology or related field is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
