Overview

The FAO Representative (FAOR) leads and manages the FAO country programme, office, resources, and staff. The role involves representing FAO towards national authorities, partners, and stakeholders, and advocating for FAO's policy positions.


Key Responsibilities
  • Implementing FAO's field projects and participating in the development of the Field Programme.
  • Helping governments to prevent and assess the damage of disasters and assisting them in reconstruction and rehabilitation.
  • Carrying out public awareness activities and supporting FAO campaigns.
  • Providing assistance to technical and investment missions.
  • Serving as a channel for FAO's services to governments and other partners.
  • Keeping FAO informed of major social and economic developments and monitoring the agriculture sector.
  • Acting as FAO Representative to host governments and all partners.
  • Leading FAO's response to national priorities and sustainable development challenges.
  • Representing FAO towards national authorities, partners and stakeholders.
  • Advocating FAO's policy positions and implementing a proactive communications strategy.
  • Supporting UN joint communication efforts.
  • Facilitating timely access by national stakeholders to FAO's knowledge resources.
  • Providing leadership on food security and agriculture policy.
  • Leading overall emergency response preparedness, coordination and response.
  • Supporting the country's efforts towards the achievement of the SDGs.
  • Leading the timely development of the CPF and the Country Work Plan.
  • Leading the analysis of the country situation.
  • Leading FAO's contribution to UN common planning and programming frameworks.
  • Advising and collaborating with internal partners.
  • Leading the dialogue and liaising with national government authorities.
  • Supporting the operationalization of the CPF and the UNSDCF.
  • Supporting the establishment of effective partnerships and collaborations.
  • Leading country-level mobilization of extrabudgetary resources.
  • Supporting the Resident/Humanitarian Coordinator in strategically positioning the UN.
  • Ensuring that programmes are managed and monitored effectively.
  • Mobilizing technical backstopping to FAO projects.
  • Providing technical support services.
  • Operating as budget holder for national projects.
  • Overseeing the effective implementation of FAO programmes and projects.
  • Reporting results as per corporate reporting requirements.
  • Addressing issues in real-time.
  • Leading and managing the Country Office and ensuring effective use of resources.
  • Managing matters related to the security and safety of FAO personnel.
  • Improving the observance of legal, statutory or regulatory obligations and ethical standards.
  • Identifying and implementing effective and efficient controls.
  • Maintaining and improving the reliability of financial and non-financial information.
  • Reducing losses and waste of assets and resources.
  • Ensuring that a gender focal point is designated.
  • Sustaining and increasing confidence among Members and other stakeholders.
  • Promoting and leading initiatives under the FAO Corporate Environmental Policy.
Required Experience
  • Twelve years of relevant experience in planning, formulation, implementation, monitoring and evaluation of field programmes.
  • Work experience in more than one location or area of work, particularly in field positions is essential, in both programmatic areas and fostering government relationships.
  • Extent and relevance of experience in developing and managing country field programmes from design to delivery.
  • Extent and relevance of experience in the coordination and/or management of technical cooperation projects and programmes, including emergency, recovery and rehabilitation related programmes.
  • Demonstrated experience in resource mobilization.
  • Extent and relevance of experience in negotiating and cooperating with national governments, intergovernmental organizations and other institutions, as well as in designing collaborative networks and joint programmes.
Qualifications

• Advanced university degree (Master's degree or equivalent) in an area related to the activities of the Organization, e.g. agriculture, forestry, fishery or rural development, etc.

• Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
