Overview
The assignment will focus on institutionalising GIS-based systems, improving the use of planning tools, enhancing coordination structures, and supporting the progressive transfer of functions to Councils, to enable more effective, coherent, and sustainable delivery of rural WASH services.
Key Responsibilities
- Strengthen the operational functionality and quality assurance of GIS-based monitoring, survey, and design tools.
- Support the development and institutionalisation of integrated rural WASH planning systems.
- Facilitate the progressive operationalisation of decentralisation by clarifying roles, functions, and institutional arrangements.
- Strengthen national and district-level WASH coordination mechanisms.
- Support District and Community Councils to develop practical, integrated WASH plans.
Required Experience
- At least 10 years of progressively responsible experience in WASH sector institutional strengthening, planning, or systems development.
- Demonstrated experience in GIS systems strengthening, including practical knowledge of QGIS and its application to planning or service delivery.
- Demonstrated experience in development or operationalisation of planning, monitoring, or management tools in the public sector.
- Proven experience in decentralisation, functional analysis, institutional assessment, or public sector capacity development.
- Experience in coordinating multi-stakeholder technical assignments and facilitating technical working groups or similar coordination platforms.
- Experience in institutional development within the WASH sector in Lesotho is a mandatory requirement.
Qualifications
Advanced university degree (Masters) in one of the following fields: engineering, water resources, environmental management, public administration, development planning, social sciences, or another relevant field
