Overview

The Procurement Analyst will support local and regional governments to improve their public-private partnership efficiency to align with and deliver on Agenda 2030, and will facilitate learning and knowledge generation among municipalities and UNDP country offices.


Key Responsibilities
  • Elaborate and manage implementation of innovative and sustainable procurement strategies and policies.
  • Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategic priorities.
  • Elaborate/establish internal procurement Standard Operating Procedures (SOPs), map project/s procurement business processes, and manage workflows.
  • Discuss procurement strategies and plans with projects and other stakeholders and donors.
  • Conceptualizes, elaborates and implements strategic procurement including sourcing strategy, supplier selection and evaluation, quality contract management, contract administration, contract appraisal, cost reduction strategies, customer relationship management, e-procurement, and performance measurement.
  • Manage and guide procurement processes for the Business Unit, projects, and other UN Agencies when required.
  • Ensure timely and duly preparation of procurement plans for the Business Unit and projects, and monitor their implementation.
  • Liaise with technical managers, review TOR and provide support to the technical evaluations.
  • Manage implementation of proper monitoring systems, mechanisms and controls for procurement processes.
  • Review and certify submission of documents to internal procurement review committees.
  • Ensure management of procurement contracts and perform delegated responsibilities in e-procurement for Purchase Orders approval.
  • Implement the internal control system that ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis.
  • Support project implementation and replication of experiences of local governments.
  • Implement harmonized procurement services and analyze new opportunities for joint procurement for UN agencies.
  • Introduce and implement strategic sourcing strategy and e-procurement tools.
  • Develop and manage rosters of suppliers.
  • Elaborate supplier selection and evaluation criteria, and quality and performance measurement mechanisms.
  • Develop Long-Term Agreements/Frameworks Agreements for more efficient category management.
  • Manage and implement e-procurement system in the Business Unit.
  • Provide technical support to the implementation of the Mayors Challenge initiative.
  • Facilitates procurement knowledge building and knowledge sharing in the Business Unit, CO, Region, UNDP and UN.
  • Elaborate knowledge products able to help UNDP to improve their support to municipalities contracting PPPs for public service delivery.
  • Organize procurement training for the operations and project staff.
  • Organize procurement training for suppliers on e-procurement modules.
  • Synthesize lessons learned and best practices in procurement.
  • Make sound contributions to knowledge networks and communities of practice.
  • Participate in Operations Management Team (OMT) to share information on cross-cutting areas and collaboration opportunities.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
  • May supervise support staff in Procurement Unit.
Required Experience
  • Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of working experience with public administrations, preferably at national level in issues related to service provision, public management and finance or public policy.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required.
  • Working experience with UN/UNDP desired.
  • Proven professional experience focusing on client management and working with a diverse team will be an asset.
  • Understanding of UNDP rules and procedures or experience of completing UN assignments will be an asset.
  • Proven experience in working with local governments and their associations will be an asset.
  • Proven professional experience on use of results monitoring and reporting tools will be an asset.
Qualifications
  • Advanced University degree (Master´s Degree or equivalent) in Economics, Business, Law, Public Administration, Political Science, Urban Planning, International Development or related field is required.
  • A first-level university degree (Bachelor´s degree) in the above fields in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment.
  • Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
