Overview

The Associate Monitoring & Evaluation Officer supports the generation and use of credible evidence on UNHCR’s results and the situation of the people served for planning, results reporting, and advocacy. This role assists in coordinating evaluations and the use of assessment and monitoring data for decision-making.


Key Responsibilities
  • - Support the Planning Coordinator in developing, budgeting, implementing, reviewing and refining multi-year M&E plans.
  • - Guide Results Managers in selecting and developing relevant indicators, defining means of verification, and setting baselines and targets.
  • - Offer technical advice to ensure harmonized data collection methodologies.
  • - Support coordination of key primary data collection exercises.
  • - Foster participatory approaches to assessment, monitoring, evaluation and reporting.
  • - Support coherence in M&E frameworks, tools and practices.
  • - Advise management on evaluation needs and facilitate development and follow-up of Management Responses.
  • - Act as focal point for HQ and bureau evaluation colleagues.
  • - Maintain a robust evidence base for evaluation and monitoring purposes.
  • - Support facilitation of joint review and analysis to translate data into actionable insights.
  • - Support design and delivery of M&E training and learning initiatives.
  • - Ensure that monitoring and evaluation processes comply with UNHCR’s policies, procedures and guidance.
  • - Supervise and mentor M&E staff.
Required Experience
  • - Minimum 3 years of relevant experience in designing and implementing monitoring and evaluation systems aligned with results-based business management frameworks, conducting assessments, surveys, evaluations, monitoring exercises, or operational data analysis in humanitarian or development settings.
  • - Experience in refugee displacement, or protection-related contexts.
  • - Familiarity with UNHCR RBM frameworks, COMPASS, Cloud ERP, or related systems.
  • - Experience supporting emergency preparedness and response operations.
  • - Prior work experience with multiple stakeholders, including UN agencies, NGOs, government institutions and implementing partners is an advantage.
  • - Experience in planning and implementing, monitoring systems and managing and/or conducting independent evaluation in United Nations system in international development and/or humanitarian contexts.
  • - Experience in setting up monitoring systems and rolling out M&E frameworks that form part of and align with corporate results-based management.
  • - Experience in coordinating a variety of internal and external stakeholders in a cross-cultural professional environment.
  • - Demonstrated experience in collaborating with UN development or humanitarian actors, frameworks and coordinating mechanisms is desirable.
  • - Experience in working with Government and institutions is desirable.
  • - Experience in data management and statistics, including surveys and indicator management is desirable.
  • - Experience with organisational change processes is desirable.
  • - Experience with UN programming is desirable.
  • - Experience in strategic planning processes and in coordinating and drafting strategies and plans, in particular on protection and solutions, advocacy, or partnership building is desirable.
Qualifications
  • - Advanced degree (Master’s degree or equivalent) in Monitoring and Evaluation, Statistics, Economics, International Development, Sociology, Social Sciences, Information management, Development studies, or another related field.
  • - Undergraduate degree with 3 years relevant experience; or Graduate degree with 2 years relevant experience; or Doctorate degree with 1 year relevant experience.
  • - Certificates and/or Licenses: Results-Based Management; Research and Evaluation Methods (essential).
