Overview
National Consultant to support the independent evaluation of the UNSDCF Sri Lanka 2023–2027, assessing the UN system's contribution to national development priorities and the 2030 Agenda.
Key Responsibilities
- Support the design of the evaluation framework and data collection tools.
- Assist in ensuring the technical rigor and relevance of the evaluation.
- Facilitate access to key national stakeholders and lead/co-lead stakeholder consultations.
- Support the coordination of logistics for data collection activities.
- Uphold UNEG norms and standards, ethical principles, and best practices.
- Ensure data collection activities reflect diverse perspectives.
- Contribute substantively to all evaluation deliverables, including drafting assigned sections of reports.
- Prepare and contribute to presentations to the Evaluation Steering Committee.
- Provide inputs on cross-cutting issues.
- Contribute to the drafting and review of conclusions, lessons learned, and recommendations.
- Support the Team Leader in ensuring the final report meets quality standards and is submitted on time.
- Contribute to the preparation and delivery of the Dissemination Workshop.
Required Experience
- 7 years of professional experience in development programming, evaluation or policy analysis in Sri Lanka or the South Asia region.
- Experience in evaluating UN programmes, government development programmes or donor-funded country programmes.
- Familiarity with UNEG Norms, Standards and evaluation methodologies (qualitative/quantitative).
- Knowledge of UN programming principles, including Leave No One Behind, human rights-based approaches and gender equality.
- Experience in at least one of the six UNSDCF outcome areas.
- Previous experience contributing to a UNSDCF or UN agency country programme evaluation is highly desirable.
Qualifications
Advanced University Degree (Master's or equivalent) in Political Science, Public Administration, Development Studies, Economics, Law, Social Sciences, or any other related field is required.
