Overview
International consultant to deliver Evidence-Based Policing (EBP) training to Kosovo Police, strengthening strategic leadership, operational effectiveness, and institutional capacity for data-informed decision-making.
Key Responsibilities
- Develop training methodology and materials, including assessment tools, agendas, presentations, case studies, and tests.
- Finalise and prepare all training materials, incorporating feedback.
- Deliver EBP training programme for senior leadership, middle management, and trainers, integrating EBP tools, data, and legal/ethical considerations.
- Prepare and submit a final report summarising training implementation, observations, gaps, and recommendations.
Required Experience
- Minimum of five years of proven professional experience in Evidence-Based Policing, intelligence-led policing, or data-driven crime prevention and analysis.
- Demonstrated experience in designing and delivering specialised training programmes for law enforcement agencies, including senior leadership and middle management.
- Strong practical knowledge of Evidence-Based Policing frameworks and tools, including ATLAS, SMS, EMMIE, and crime prevention evaluation methodologies.
- Proven experience in applying and integrating domestic violence/GBV and road safety data into policing strategies and operational planning is a strong asset.
- Previous experience working in an international or capacity-building context, preferably with police or security institutions.
Qualifications
- University degree in criminology, criminal justice, policing, public policy, or another relevant field.
- An advanced degree is an asset.
