Overview

Oversee day-to-day programme implementation and technical work, providing advisory support for future initiatives. Ensure project objectives are achieved on time and within budget, promoting ILO policies and the Decent Work Agenda.


Key Responsibilities
  • Ensure effective implementation of the Project/Programme through the provision of inputs, delivery of outputs, and planning, monitoring and evaluation of activities.
  • Responsible for the effective management of funds/budgets allocated to the project.
  • Manage the human resources of the project/programme efficiently, including recruitment and performance management.
  • Provide technical advice and secretariat support to relevant governments, ministries and other key partners.
  • Strengthen relationships to cooperate and coordinate with governments, ministries, employers' and workers' organizations, non-governmental organizations, target groups and donors.
  • Liaise with other UN counterparts to promote ILO's values and increase the project's visibility.
  • Promote ILO policies in the related technical areas, fundamental rights at work and International Labour Standards.
  • Undertake local resource mobilization activities with the multi-lateral and bilateral donor community.
  • Write and disseminate information on project/programme materials.
  • Ensure the development of information databases covering project/programme activities.
  • Identify training needs and organize training workshops and meetings.
  • Lead the process of identifying agricultural commodities that have a comparative advantage and potential for developing new value chains.
  • Develop options for the engagements of the private sector in the prioritized agricultural value chains.
  • Establish public-private engagement platforms for market-based value chain strategic planning and extension services.
  • Undertake other duties as required.
Required Experience
  • At least seven years of relevant professional experience in the management of development cooperation activities, including at the international level.
  • Experience in entrepreneurship or local economic development approaches would be preferred.
  • Experience in the design and implementation of climate mitigation and resilience initiatives in rural settings would be an asset.
  • Past relevant work experience in Sri Lanka is considered a significant advantage.
  • Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.
Qualifications
  • Advanced university degree (Master’s or equivalent) in development economics with a strong focus in agriculture enterprise, value chain development, climate change mitigation, or gender.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated above, will be accepted in lieu of an advanced university degree.
