Overview
To support the implementation and co-ordination of efforts to establish a Regional Canine Training Center in South-Eastern Europe through tailored project activities. The role involves providing advice, overseeing external experts, and liaising with beneficiaries, partners, and donors.
Key Responsibilities
- Providing advice and supporting co-ordination for the establishment of a Regional Canine Training Center in South-Eastern Europe.
- Supporting project development by identifying potential activities, preparing proposals, and monitoring expenditures.
- Conducting assessment missions to law enforcement, canine governance, and training structures.
- Reviewing and adjusting project outputs and activities for consistency with national, regional, and sectoral priorities.
- Conducting consultations with potential beneficiaries, partners, and donors.
- Organizing awareness-raising and fundraising meetings.
- Developing a Concept Note and draft ExB project document for technical assistance.
- Exchanging information and planning project activities with government officials, donors, and international partners.
- Monitoring and expediting project implementation through discussions, correspondence, field visits, and report analysis.
- Organizing and conducting briefings and debriefings on projects.
- Conducting consultations and awareness-raising meetings.
- Drafting regular progress reports for donor reporting.
- Conducting duty travel within South-Eastern and Eastern Europe.
Required Experience
- A minimum of four years (2 years with second-level university degree) of progressively responsible professional-level law-enforcement field experience and project management.
- A previous experience of at least 1 year in an international environment is required.
- Experience in canine capacity building would be an asset.
- Law enforcement or Military service officer experience would be an asset.
- Experience in the field of canine would be an asset.
- Proven knowledge of project management, ideally including knowledge transfer/training.
Qualifications
- First-level university degree in international security, political science, law enforcement, military/technical engineering, or related field.
- A recognized project management certification would be an asset.
