Overview
Interpreting and applying OSCE HR policies, assisting in drafting requests for exceptions, and coordinating job description drafting and classification processes. Assisting in coordinating and managing recruitment activities to meet human resources requirements.
Key Responsibilities
- Interpreting and applying OSCE HR policies, Regulations and Rules.
- Assisting and advising the Chief, Human Resources Management on policy implementation.
- Assisting in drafting requests for exception from HR regulatory framework.
- Providing assistance to supervisors during job description drafting.
- Coordinating the classification process with OSCE Secretariat.
- Explaining job classification review results and coordinating implementation.
- Assuring Job Descriptions are factual and up-to-date.
- Coordinating and managing recruitment activities.
- Making recommendations for meeting human resources requirements.
- Coordinating drafting of vacancy notices.
- Actively participating as panel member and secretary in recruitment boards.
- Assuring recruitment files are timely updated and information is stored for analysis.
- Ensuring maintenance of staffing and post tables.
- Participating in workforce planning process.
- Analyzing and evaluating requests from programme managers and staff.
- Planning, organizing and conducting training and briefing sections.
- Performing related duties as required, acting as Officer in Charge during absences of the Chief Human Resources Management.
Required Experience
- Proven professional experience in personnel management and administration, including recruiting, contracting and entitlements administration.
- A minimum of 6 years of relevant professional experience.
- At least 6 years of previous experience in human resources, preferably with a focus on recruitment and planning.
- Very good understanding of human resources management practices in an international environment.
Qualifications
- First-level university degree in human resources, personnel management, public/business administration, or related field.
- First-level university degree in human resources, business administration, psychology, or related field.
- Second-level (advanced) university degree in Public or Business Administration, Management, Law, or a related field (Desirable).
