Overview
The Programme Analyst, SRHR manages UNFPA’s work on sexual and reproductive health and rights (SRHR) to accelerate the achievement of the ICPD Programme of Action and 2030 Agenda for Sustainable Development. The role provides technical and policy advice in SRHR, promotes rights-based approaches, and ensures linkages with other UNFPA programmes.
Key Responsibilities
- Engage in policy dialogue with government, UN system, and development partners to ensure SRHR is positioned in national policies and frameworks.
- Provide technical support to the Ministry of Health and subnational health authorities in strengthening the health sector.
- Represent UNFPA in relevant health sector technical working groups and national coordination fora.
- Develop SRHR factsheets, briefing materials, infographics, and presentations.
- Advocate for evidence-based SRHR policy interventions.
- Support evidence generation and advocacy for leveraging domestic resource allocations for SRHR.
- Contribute to the preparation of UNFPA and implementing partner annual work plans for SRHR results.
- Undertake day-to-day management of the SRHR programme, including budget planning and management.
- Support implementing partners across the programme cycle, including planning, implementation, monitoring, and reporting.
- Ensure effective financial management for the SRHR programme.
- Conduct monitoring visits and field missions to assess the effectiveness of SRHR interventions.
- Contribute to the implementation of the M&E plan for the SRHR programme.
- Strengthen partnerships and collaboration with government counterparts, civil society actors, and development partners.
Required Experience
- Minimum two years of professional experience in SRHR programming, preferably in programme/project management in a public health or development context.
- Proven working experience in sexual and reproductive health and rights, with knowledge of family planning, maternal health, adolescent SRHR, and/or SRHR in emergencies.
- Experience in policy advocacy, development of national strategies and guidelines, and engagement with government health systems.
- Results-based programme management experience, with a particular focus on strategic planning and capacity building.
- Prior experience in the UN system is an asset.
- Familiarity with the Timor-Leste health sector context is a strong asset.
Qualifications
Advanced university degree in public health, medicine/health sciences, nursing/midwifery, or a related discipline.
