Overview

The Programme Analyst will support the implementation of a project aimed at reducing inequalities in São Gonçalo municipality by improving the Municipal Government's capacities in monitoring urban conditions and providing evidence-based information for sustainable urban policies.


Key Responsibilities
  • Perform technical, administrative, and management activities to ensure project objectives are met.
  • Provide support for project alignment with global agendas.
  • Monitor policy developments and identify opportunities on urban themes.
  • Provide technical support in areas including capacity building, data management, public policies, and SDGs localization.
  • Coordinate project implementation and partnership work programs.
  • Maintain communication with counterparts and local partners.
  • Identify and mitigate project risks.
  • Compile, report, and share information for institutional knowledge mechanisms.
  • Attend meetings and conferences.
  • Prepare monitoring and internal reports.
  • Document meetings, forums, and training events.
  • Ensure all activities observe United Nations integrity principles.
  • Participate in missions as requested.
  • Complete indicated courses and training activities, including the BSAFE security course.
Required Experience
  • Minimum of four (4) years of progressively responsible experience in project/programme management on development or urban related themes is required.
  • Professional experience on themes related to urban policy and development, public policy, social inclusion, diversity or human rights in Brazil is required.
  • Experience on monitoring and evaluation and project development is desirable.
  • Previous experience within the UN System is desirable.
Qualifications
  • Bachelor’s degree in Social Sciences, Public Policy, Public Administration, Economics, Geography, Urban Studies, Engineering or related fields is required, or additional three (3) years or relevant experience to the post, beyond the requirement.
  • Postgraduate degree in Social Sciences, Public Policy, Public Administration, Economics, Geography, Urban Studies or related fields is desirable.
Other Details
Languages Required
• Fluency in Portuguese is required.
Languages Preferred
• Working knowledge of English and Spanish is desirable.

• The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office of monthly activities’ report. • LICA 2 (part-time 50%) UNOPS Salary Scale
