Overview
The Programme Specialist (Gender & Disability Inclusion) supports country office programming by providing technical advice and operational support to integrate gender, disability, and adolescent development into UNICEF's work.
Key Responsibilities
- Update situation analysis of adolescents and young people.
- Conduct assessments for age, disability, and sex disaggregated data.
- Assess national/regional/international development priorities for opportunities.
- Coordinate with various sectors to support service delivery for adolescents.
- Participate in CO programme formulation and planning.
- Ensure alignment of policies with UNICEF's Strategic Plans and UNSDCF.
- Establish goals, objectives, strategies, and implementation plans for programmes.
- Work collaboratively with colleagues and partners to enhance adolescent rights.
- Ensure adolescent and child voices are considered in programme cycles.
- Provide technical guidance and operational support for gender equality.
- Support assessment and identification of needs for emergency preparedness and response.
- Plan and collaborate with monitoring and evaluation initiatives.
- Support strengthening of data systems and collection.
- Support high quality reporting on gender results.
- Participate in monitoring and evaluation exercises and programme reviews.
- Prepare/assess monitoring and evaluation reports.
- Plan, monitor, and oversee the use of programme resources.
- Ensure timely reporting and liquidation of resources.
- Provide technical leadership to generate knowledge on children with disabilities and adolescent girls/boys.
- Work with programme colleagues and management on gender and disability results.
- Submit/prepare proposals and programme/project reports to donors.
- Participate in strategic discussions and meetings to influence policy.
- Provide technical advice to government officials, NGOs, and UN system partners.
- Participate in cross-sectoral collaboration and coordination.
- Prepare policy papers, briefs, and strategic programme materials.
- Provide technical advice on enhancing adolescent participation.
- Support the development, implementation, and monitoring of gender and disability inclusion programming.
- Lead advocacy for children with disability and adolescent rights.
- Build and strengthen strategic partnerships.
- Contribute to advocacy and communication strategies.
- Represent UNICEF in inter-agency discussions and planning.
- Promote, document, and disseminate critical thinking and innovative approaches.
- Keep abreast of, research, benchmark, and implement best practices.
- Support Adolescent, Disability and Gender staff in capacity building.
- Contribute to the development of policies and procedures.
- Organize/plan/implement capacity building initiatives.
Required Experience
- A minimum of five years of professional experience in social development planning (incl. gender equality and/or disability inclusion) and management in adolescent development related areas.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Experience working on children or adolescent related programming.
- Experience with women’s organizations will be an asset.
- Relevant experience in a UN system agency or organization would be an advantage.
Qualifications
• An advanced university degree in one of the following fields is required: gender, development studies, law, anthropology, psychology, sociology, education or another relevant technical field.
