Project Analyst [Open to internal and external applicants]

Overview

The Project Analyst will support the implementation of project activities related to climate-resilient flood risk management in Bosnia and Herzegovina, focusing on safeguarding, quality control, monitoring, evaluation, reporting, knowledge management, and gender equality.


Key Responsibilities
  • Provide inputs to implementation of project’s activities.
  • Draft detailed project workplans and supervise timely implementation of relevant project activities.
  • Develop terms of references and other procurement documentation for experts and consultants.
  • Oversee implementation of Social and Environmental Screening Procedure (SESP) and Environment and Social Management Plan (ESMP).
  • Support effective implementation of environmental and social risk assessment and management measures.
  • Support preparation and review of site-specific environmental and social instruments.
  • Ensure integration of environmental and social requirements into procurement processes, contracts, and agreements.
  • Identify training needs and support organization and delivery of trainings and workshops.
  • Liaise with relevant ministries, research institutes, NGOs, and other institutions.
  • Support stakeholder engagement, including consultations and disclosure of relevant documentation.
  • Collaborate with all relevant stakeholders and the Project Board to ensure their involvement.
  • Take part in development of technical and non-technical guidance documents.
  • Support definition and implementation of social and environmental risk management measures.
  • Support additional environmental and social screening/rescreening of project activities.
  • Identify potential operational, financial, and environmental risks and recommend mitigation strategies.
  • Ensure compliance with quality control standards, national regulations, and donor guidelines.
  • Conduct regular risk analysis to anticipate and address project implementation challenges.
  • Support field-based monitoring and supervision to verify compliance with environmental and social standards.
  • Ensure proper documentation and tracking of environmental and social compliance measures.
  • Prepare periodic progress reports, ensuring close tracking of project indicators and timely submission of technical and financial reports.
  • Summarize and synthesize project results, providing regular updates to key stakeholders.
  • Monitor environmental and social performance, identifying gaps, risks, or non-compliance issues and recommending corrective actions.
  • Conduct financial and substantive monitoring of project activities, identifying operational and financial risks and developing mitigation solutions.
  • Ensure timely reporting of any incidents, accidents, or grievances related to environmental and social compliance.
  • Support establishment and functioning of grievance redress mechanisms.
  • Prepare inputs for reporting on environmental and social safeguards to donors and Project Board.
  • Monitor project implementation, ensuring risk assessment and timely adjustments.
  • Support the organization and implementation of external evaluations and contribute to the assessment of the project's impact.
  • Ensure regular follow-up and monitoring of project activities, including reporting on risks and mitigation measures.
  • Coordinate wide dissemination and visibility of project achievements.
  • Coordinate dissemination of information and knowledge management within the team.
  • Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries.
  • Ensure gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail.
  • Ensure knowledge on gender equality is incorporated in Project knowledge management activities and products.
  • Perform other duties within their functional profile as deemed necessary.
Required Experience
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project implementation at the national or international level.
  • At least two years of proven experience in applying environmental and social risk assessment and management tools.
  • Demonstrated experience in support to managing complex projects or in managing projects component.
  • Experience in monitoring project activities, tracking deliverables, and preparing progress reports.
  • Proven experience with a strong understanding of environmental challenges and policies in Bosnia and Herzegovina, particularly in the water management sector.
  • Proven experience and strong understanding of structural and non-structural interventions in environmental and flood risk management.
  • Proven experience with a strong understanding of environmental and social screening procedures (SESP) and Environmental and Social Management Plans (ESMP).
  • Experience in co-operating with all local stakeholders including government officials, health care institutions, NGOs, and private sector.
  • Experience and ability to identify discrimination, address it, and maintain an enabling working environment based on fairness, respect and freedom from any forms of harassment and abuse.
  • Experience/understanding the language associated with gender, equity, inclusion, and diversity and strategically and effectively communicate results from the gender lens.
  • Previous experience working with UN or other international organizations.
  • Proven experience with a strong understanding of BiH regulations and requirements on procurement, tendering and contracting.
  • Familiarity with UNDP Social and Environmental Standards (SES) or similar international standards (e.g., IFIs, UN agencies, NGOs).
  • Experience in environmental regulations and laws in Bosnia and Herzegovina.
  • Experience and knowledge of BiH regulations and requirements on procurement, tendering and contracting.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, advance knowledge of automated procurement systems, experience in handling of web-based management systems.
Qualifications
  • Advanced university degree (Master’s degree or equivalent) in Environmental Science, Water Resource Engineering or related studies is required OR;
  • A first-level university degree (Bachelor’s degree) in combination with additional two years of experience will be given due consideration in lieu of advanced university degree.
