Overview
The Finance Officer will manage and execute financial transactions and services to support organizational needs and program delivery, contributing to the credibility and effectiveness of UNICEF.
Key Responsibilities
- Provide operational and technical assistance in financial planning, including preparing/analyzing financial data and supporting budget planning.
- Assist with the preparation of budgets and plans for Global Fund grants.
- Review partner budget agreements and allocate funds to Zonal Offices and partners.
- Assess budget expenditures for compliance and prepare analysis and reports.
- Monitor compliance with HACT framework and support capacity development of implementing partners.
- Prepare financial exception reports and highlight unusual activities.
- Review financial and reputational risks in transactions.
- Assist zonal offices in preparing and submitting financial reports.
- Prepare donor financial reports and assist with the submission of shared donor templates.
- Assist with the planning and coordination of sub-recipient annual audits.
- Provide rigorous budget monitoring and control.
- Monitor the aging of cash advances and commitments.
- Ensure the production of monitoring reports.
- Carry out mid-term budget reviews and prepare revised budgets.
- Ensure timely payment processing and receipt of financial reports from partners.
- Ensure program assets are correctly recognized, classified, and documented.
- Create a reliable liquidity plan and financial forecast for Global Fund Grants.
- Monitor Global Fund's bank charges and ensure prompt payment.
- Ensure ineligible refunds are properly credited and refunded.
- Promote ethical standards in the management of UNICEF’s resources.
- Support initiatives for management improvement and recommend process enhancements.
- Participate and/or organize training and learning events.
- Support office operations as required.
Required Experience
1 year of relevant work experience in Accounting and Auditing, Financial Management, Accounting, Financial Management and any other related fields.
Qualifications
Bachelor or equivalent (First Level University Degree) in accounting, finance, business administration, auditing and any other related fields.
