Overview

International Consultant to advance Inland Waterways Transport and strengthen Maritime Governance Systems in South Sudan. The role will address institutional gaps, establish SOPs, and improve technical competencies.


Key Responsibilities
  • Conduct an institutional capacity assessment of the maritime administration.
  • Develop and validate standard operating procedures (SOPs) and operational guidelines.
  • Design and deliver targeted training programmes.
  • Undertake a legal gap analysis.
  • Draft legislative and regulatory instruments for IMO domestication.
  • Support stakeholder consultations and technical validation workshops.
  • Prepare a comprehensive endorsement package for Government consideration.
Required Experience

Ten years of experience in trade and logistics development, trade and logistics facilitation, policy formulation and economic and trade analysis with a focus on maritime transport is required. Five years of experience providing capacity building in transport and logistics including on maritime transport is required. Accumulated three years of progressive experience in providing high-level institutional support and strategic advisory services to senior government officials.

Qualifications

Advanced university degree (master’s degree or equivalent) in economics, engineering, transport and logistics, international trade, or related area is required. A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master's degree.
