Overview
This invitation for bids concerns the construction and completion of three lots for the Central Cross Island Road Upgrading Project in Samoa.
Key Responsibilities
- Construction and completion of three lots totaling 6.5 km of upgraded 2-lane national road on Upolu Island.
- Includes site clearance, utility relocation, bulk earthworks, new road drainage structures, drains and outfalls, new side road/intersection and vehicle crossing tie-ins, new road signs and line markings, guardrails, and a new widened and geometrically improved road carriageway.
- A nominal 10.4 m wide asphaltic concrete surfaced flexible pavement including 1-coast primer seal over a 11.0 m base course surface including 2.0 m shoulders is required.
Required Experience
- Net worth calculated as the difference between total assets and total liabilities over the last five (5) years (2021, 2022, 2023, 2024, 2025) should be positive.
- Average Annual Construction Turnover of at least Samoan Tala Six Million (WST 6.0 m) per Lot within the last five (5) years (2021, 2022, 2023, 2024, 2025).
- Not less than Samoan Tala One Million, Four Hundred Thousand (WST 1.4 m) for Single Entities per Lot, Samoan Tala Six Hundred Thousand (WST 600,000) for one partner of Joint Ventures per Lot, and Samoan Tala Three Hundred and Fifty Thousand (WST 350,000) for each partner for Joint Ventures per Lot, and Samoan Tala One Million, Four Hundred Thousand (WST 1.4 m) for combined (all partners) for Joint Ventures per Lot.
- At least one (1) road contract successfully or substantially completed during the last ten (10) years from date of bid submission and that are similar to the proposed works, where the value of the Bidder’s participation exceeds Samoan Tala Three Million (WST 3.0 m) per Lot.
- Minimum construction experience for utility related works in the last ten (10) years from date of bid submission based on following key activities: Road chip seal surfacing, Removal, relocation and installation of utilities, Road drainage – longitudinal and transverse.
