Overview

Provides analysis and advice on key political developments related to the peace process in Colombia. Plans and implements operational activities for the Office of the Special Representative of the Secretary-General.


Key Responsibilities
  • Provides analysis and advice on key political developments, trends and emerging issues related to the peace process in Colombia.
  • Maintains relationships with key political and civil society actors.
  • Keeps senior leadership abreast of political issues as they relate to the UNVMC mandate.
  • Plans and implements operational activities related to the work of the Office of the Special Representative of the Secretary-General.
  • Incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into policy, planning and operational activities.
  • Manages, coordinates, organizes and supervises research on a variety of political issues related to the peace process in Colombia.
  • Prepares and reviews code cables, briefing notes analysis and talking points for the SRSG.
  • Assesses implications and makes recommendations on possible strategies, policies and other measures to address issues of concern and to advance mandated objectives and UN principles and values.
  • Monitors, evaluates and reports on outcomes.
  • Develops and maintains relations with senior government officials, local stakeholders, political and community leaders, civil society actors, the UN system and other partners.
  • Leads and directs a work team; plans and allocates work assignments; coaches, mentors, and evaluates staff.
  • Participates in recruitment and selection of new staff and in the development of training programs.
  • Plans, coordinates and manages programmes, projects and activities requiring mission and/or interagency involvement and participation.
  • Represents division/office/mission at round tables, seminars and conferences.
  • Formulates the programme of work, budget and medium-term plan of the OSRSG.
  • Participates in the overall approval of the programme of work, and administrative matters concerning the office.
  • Coordinates and oversees work of colleagues and office.
  • Performs other related duties as required.
Required Experience

A minimum of ten (10) years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution, civil or humanitarian affairs, human rights, programme management, or a related field is required. Extensive experience in outreach, facilitation, analysis, advice and reporting is required. Experience supporting a Special Envoy, Special Representative of the Secretary-General or Head of Mission engaged in ongoing political negotiations / meditation is required. Experience managing diverse teams in multi-cultural settings is desirable. Experience working in a United Nations field mission is desirable. Experience working in post conflict settings is desirable. Direct knowledge of UN budgetary, human resources and planning processes is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent degree) in political science, international relations, social science, economics, law, public administration, or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
