Overview

The Senior Programme Management Officer will identify areas for greater efficiency and impact through coordination in the UN system, develop relevant documents and reports, and undertake survey initiatives.


Key Responsibilities
  • Takes the lead to identify areas of work that could bring greater efficiency and impact through coordination in the UN system.
  • Develops relevant documents and reports, in consultation with UN sister agencies and internally within the UN, on issues that could benefit from greater coordination within the UN system to support discussions in the EMG; identifies, for UNEP and EMG consideration, priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
  • Undertakes survey initiatives; contributes to the design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Presents information gathered from diverse sources, including from within the UN system, on how best to ensure coordination and coherence in the UN's work on issues that affect the environment.
  • Reviews the assessments of issues from data and information prepared by UN sister agencies to enable an in-depth discussion on coordinating actions within the UN system.
  • Establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
  • Coordinates policy development where the UN system has determined the need for policy on a given subject matter affecting the environment.
  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, including consultation with other parts of UNEP and with the Subprogramme Coordinators in the organization.
  • Directs substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, and preparing documents and presentations, which can support discussions on coordination in the UN system on environmental issues, including within the EMG.
  • Manages outreach activities to ensure that UNEP work on coordination in the UN system receives adequate exposure.
  • Makes presentations on topics/activities on which the UN system has agreed to coordinate.
  • Serves as an effective spokesperson for the EMG, upon request.
  • Ensures implementation of gender mainstreaming guidelines by ensuring that the implications for men and women of any planned actions requiring coordination within the UN system are taken into account.
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
  • Performs any other duties as may be assigned.
Required Experience

A minimum of ten years of progressively responsible experience in environment or development policy and programmes or related area is required. Experience in the United Nations system or a comparable international organization is required. Experience in data analytics or related area is desirable. Experience in environmental governance is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in an environment or development related field is required. A first level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
