Overview

This temporary position is for an Engineer, P3, located within the United Nations Support Office in Haiti (UNSOH). The role involves applying professional engineering knowledge and expertise in various projects related to design, construction, and repair of infrastructure.


Key Responsibilities
  • Applies engineering calculations, practices, and precedents in projects related to buildings, roads, airfields, railways, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, protective structures, blast and ballistic protection measures, perimeter protection, access control infrastructure, facility hardening, mine detection and clearance, and other related structures and activities.
  • Establishes and manages UN records systems for engineering, including Umoja Real Estate accounting, solicitations, and shopping carts.
  • Manages requisitioning and UN assets, including property management rules.
  • Conducts technical evaluations of solicitations for engineering enabling capacities, including physical security works.
  • Plans and designs specifications for engineering and physical security infrastructure projects.
  • Develops and reviews physical security engineering solutions in coordination with relevant security stakeholders.
  • Liaises with other engineers and mission specialists to resolve problems.
  • Produces cost data and estimates for engineering requirements of current and planned field missions.
  • Analyzes project proposals for technical feasibility and attainability within prescribed resources.
Required Experience

A minimum of five years of progressively responsible experience in management of civil engineering works, particularly in human habitation, is required. Experience in the management of multidisciplined engineering projects is required. Experience in planning, design, or implementation of physical security engineering solutions for buildings or field infrastructure is required. Experience in blast mitigation, ballistic protection, perimeter protection, access control infrastructure, or facility hardening is required. Experience in providing in-house or enabler provided fit-for-purpose civil engineering solutions in the establishment and management of field mission infrastructure is required. Experience in managing engineering administrative functions including budgeting, requisitioning, contract management, and records management within UN established frameworks is required. Experience in supervision of professional teams, contractors, and other enablers is desirable. Experience providing services in engineering to or in a field operation of the UN Common System or a comparable international organization is desirable. Experience using CAD or Revit for engineering design, technical drawings, or construction documentation is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent degree) in engineering, architecture, or other related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable.
