Overview
The Health Manager will lead the implementation of IRC's Ebola response activities in West Nile Uganda, ensuring high-quality emergency health programming. The role provides technical, operational, and programmatic leadership for the health response.
Key Responsibilities
- Lead the implementation of Ebola emergency response activities.
- Coordinate closely with District Task Forces, District Health Teams, Ebola Treatment Units, and Ministry of Health response pillars.
- Support implementation of Infection Prevention and Control (IPC) activities.
- Oversee support to surveillance activities.
- Support rapid assessments and response planning.
- Monitor implementation against CRF and other emergency grant workplans and indicators.
- Maintain open and professional relations with team members.
- Directly supervise Health Officers, ensuring regular performance reviews.
- Ensure training and ongoing capacity building opportunities for staff.
- Support proposal development processes.
- Participate in the management of all health grants.
- Participate in the development of proposals, budgets and concept notes.
- Prepare internal and external reports.
- Review Budget vs. Actual (BvA) reports.
- Coordinate with IRC Operations, Finance and Grant departments.
- Develop and maintain effective working relationships with key stakeholders.
- Participate in Sector working group meetings and other relevant coordination platforms.
- Oversee the collection and timely reporting of program data and indicators.
- Conduct monthly program data analysis with health staff.
- Produce and analyze all weekly, monthly, or quarterly reports.
- Consistently and proactively monitor/assess the safety and security of field teams.
- Other duties assigned by the supervisor.
Required Experience
At least 3 years’ experience in implementing and managing NGO health programs, preferably in complex humanitarian and/or emergency settings. Demonstrated experience in capacity building and mentoring of staff. Demonstrated experience in grant management and proposal writing. Experience with situation analysis and health needs assessments.
Qualifications
Degree in health-related discipline + master’s degree in public health, with strong primary health care background and strong management experience.
