Overview

National consultant to support monitoring, evaluation, and coordination in the education sector, working with the Ministry of Education, Youth and Sport in Cambodia.


Key Responsibilities
  • Coordinate bimonthly ESWG meetings and ensure timely follow up on agreed actions.
  • Work closely with MoEYS in the preparation and follow up of JTWG meetings.
  • Support MoEYS in organizing joint field missions, donor missions, and sector retreats, including the JTWG Retreat.
  • Facilitate coordination of key GPE processes, including the GPE 2030 application.
  • Coordinate completion of the Aid Management Information System (AMIS) requirements with the Department of Planning, MoEYS.
  • Provide coordination support as needed to finalize the Education Data Systems Reform Action Plan (EDSRAP) 2025-2030.
  • Collect, compile and validate M&E data related to CDPF supported interventions on a regular basis.
  • Produce quarterly updates on the CDPF M&E frameworks, including dashboard and summary reports.
  • Prepare CDPF annual reports, including updated M&E framework.
  • Prepare GPE progress reports (System Capacity, System Transformation and Multiplier grants), ensuring integration of validated data and alignment of the M&E framework of each grant.
  • Provide necessary support for the CDPF 2027 annual workplan development.
  • Undertake in-country travel up to 20 days to support the organization of retreats and to manage and support data collection processes.
Required Experience
  • At least five years of professional M&E experience or related relevant work, preferably in a multicultural setting, including indicator and framework development, follow-up and reporting.
  • Experience in capacity building or supporting teams in M&E implementation.
  • Experience in organizing multi-stakeholder meetings, developing minutes, preparing speeches and briefings and following up on actions.
  • Experience of working with UN or other international or national development organizations is an advantage.
Qualifications

Advanced university degree in education, social sciences, international development or related technical fields.
